analytics suite is able to utilize data available in the first 30 days of admission and classification to correctly identify which residents are likely to be placed in BIU programming at any point in their current incarceration 82 percent of the time. The Querent program also correctly predicts which incoming residents will never be placed in BIU 90 percent of the time (Figure 7, page 70). Using this informa- tion, the NDDOCR is developing

programming to target the 10 per- cent of incoming residents identified as high risk for BIU admission in the future. The goal is to intervene proactively and in a positive manner to modify the behaviors that lead to BIU placement. Once this program is in place, operational analytics can be used to monitor the effectiveness and the efficiency of the program. In this way, data driven optimization of programming becomes an integral part of policy and procedure.

Lessons learned from this analytics project 1. The NDDOCR Behavioral Intervention Unit is a safe and effective alternative to tradition- al restrictive housing programs. 2. Historical data already avail- able to the NDDOCR shows that past and present policy and procedures did not lead to over- use of restrictive housing in seriously mentally ill residents.
