15. Ms. Lofton reported that Falana McDaniel will be the new distance learning secretary at Co-Lin.

16. Ms. Donna Luke introduced herself as the new DLC at ECCC and informed association members of changes in roles for other distance learning staff. Ms. Sparkman will be responsible for test proctoring and Ms. Windham will handle the majority of the distance learning tasks.

IV.

New Business

A. Funding

1. Mr. Pugh reported that the State budget has been finalized. The following describes the state of affairs resulting from the budget changes:

a. SBCJC will support the MSVCC through December.

b. Beginning in January, the MSVCC will become self supporting through a statewide $10 per course enrollment fee.

c. The Presidents Association will be responsible for approving the MSVCC budget that the State Director of Distance Learning presents each year.

B. Blackboard Portal

1.Mr. Pugh reported that with the restructuring of budgets, a portal has been purchased. The portal will probably be deployed at the beginning of August. Mr. Pugh will provide additional information on the portal as it becomes available. Mr. Blackburn will provide Mr. Pugh assistance in deployment of the MSVCC Blackboard portal due to his experience with the Blackboard portal at Hinds CC.

C. Grade Submission

1.Mr. Pugh discussed the fact that the MSVCC Enrollment tool grade form was created to transfer grades more securely between colleges. However, auditors and the Presidents Association have scrutinized the MSVCC grade submission process. Mr. Pugh encouraged association members to be very careful with processing grades and who has access to the grade submission form. Registrars, DLCs, and Instructors should be the only persons responsible for entering grades. If anyone else has access to grades, make sure you have a letter from the President giving that person permission to work with grades.
