the method is not able to proper identify the skullcap extract in the dietary supplement.

This is a very good approach using HPTLC for identification of skullcap raw material, and some extracts from skullcap. But a thorough study on the variation of chemical components (on HPTLC) need to be performed and define the key components of the reference material, then the method can be used for much wide range.

Do you recommend this method be adopted as a First Action and published in the Official Methods of Analysis of AOAC INTERNATIONAL? Please specify rationale.

Not yet. either modify the SMPR to narrow range, or do much more work on different skullcap extract samples to meet the requirement from SMPR.
