Welcome to the NJPN 20th Annual Conference: 2020 Vision: Focus on Addiction! I hope you and your family are safe and healthy.

So much has changed since NJPN’s first conference in 2000. Although we hoped to make our 20th year special, moving to a virtual platform was unexpected. Yet we remain committed to the Annual Addiction Conference goals to provide a full day of professional workshops, networking, and opportunities for sponsors and exhibitors to share valuable resources and information to assist those working in the field of addiction. In the midst of this unprecedented pandemic, the theme of this year’s conference, Focus on Addiction, remains extremely important. We are inspired by the increasingly important role you have in helping to make lives healthier and communities stronger. Workshops will address the challenges of work today and prepare you to address the aftermath of this crisis. National and State speakers will share the very best practices in the field and strategies to address current challenges communities are facing. One exciting benefit of a virtual conference, is the opportunity to provide everyone with up to 17 hours of continued education credit. This is attainable by participating in today’s live presentations and returning to the virtual platform to attend all recorded workshops on-demand through December 2020. Gary Mendell is the founder and CEO of Shatterproof, a national nonprofit organization dedicated to reducing the devastation the disease of addiction causes families. Mr. Mendell founded Shatterproof after losing his son Brian to addiction in 2011 to spare other families of the tragedy his family suffered. Shatterproof works to end the stigma and foster a community of support for families. Shatterproof provides families with evidence-based resources to support prevention, treatment and recovery. Shatterproof advocates for changes in policy at the federal and state level and supports the development and implementation of evidence-based solutions for substance-use disorders. Prior to Shatterproof, Mr. Mendell founded and was CEO of HEI Hotels & Resorts. HEI manages a portfolio of ~40 hotels, with revenues of ~$650 million and value of ~$3 billion. Prior to HEI, Mr. Mendell was president of Starwood Lodging Trust and a member of its board of trustees. Mr. Mendell is a member of the Clinton Health Matters Initiative, the Industry Real Estate Finance Advisory Council and a charter member of President Obama’s Better Building Challenge. Mr. Mendell received his B.S. from Cornell University’s School of Hotel Administration and his MBA with distinction from the Wharton School at the University of Pennsylvania.

DR. TAWANDA HUBBARD Social Work Educator & Practitioner

In this unprecedented time as we struggle against COVID-19, it has been unveiled the dire health disparities that persons of color are encountering across the nation. We are hearing alarming rates of persons of color dying from COVID-19, hitting the African American Community hard. The reports speak to this phenomenon as a surprising or new event. In this one-hour presentation, it will be discussed how health disparities have historically existed in our country and the problem has been situated on the person and community levels versus looking at systems, policies, and practice. Participants will look at the whole story, factoring in context, examining social determinants of health, and structural discrimination that breeds within our society and institutions. They will identify the role of service providers and agencies in fighting health inequities and discrimination apart of ensuring quality care based on health equity and inclusion.

Dr. Tawanda Hubbard is a social work educator and practitioner. She teaches on faculty at Monmouth SSW and at her alma mater, Rutgers SSW as a part-time lecturer. She is a Licensed Clinical Social Worker with over 15 years of experience in child welfare, behavioral health, adolescent and family therapy, and clinical practice. She currently provides individual, couple and family therapy as a private practitioner and clinical supervision.

Uncovering the Impact of Alcohol Use on Women’s Health

AARONWHITE, Ph.D. Senior Scientific Advisor to the Director | National Institute on Alcohol Abuse and Alcoholism (NIAAA)

Alcohol is a growing women’s health issue, with recent research shedding light on the different, heightened risks women face by drinking. Such as: One serving of alcohol per day raises the risk of breast cancer for women by roughly 10% and among adults, alcohol- related emergency department visits and deaths have increased more for women than for men. Part of the story involves studies suggesting women are more likely to drink to cope. That leads into a discussion about alcohol use during the pandemic, coping with despair and combining alcohol with other drugs. Additionally, this session discussed alcohol use among adolescents and young adults and although fewer teens are drinking, more are drinking alone now, particularly girls. For the first time in the history of research on alcohol consumption, teen and young adult females are now more likely to drink and report being drunk than males. Females also experience blackouts and hangovers at lower doses of alcohol than males and are more susceptible to alcohol-related cancers, liver disease, etc. This workshop will prepare professionals to understand the changing data on alcohol use and the impact on woman’s health.

Dr. Aaron White is a Biological Psychologist (Neuroscientist) in the Office of the Director at the NIAAA, where he serves as Senior Scientific Advisor to the Director. Aaron began his position at NIAAA researching the impact of alcohol and other drugs on adolescent development and strategies for promoting adolescent health.

For many young people, the transition from childhood to adulthood can be challenging, yet we know it is also a period full of promise and opportunity, when we can intervene to make sure kids are on the right path. This presentation will provide an overview of a recent report by Trust for America’s Health andWell Being Trust on the increasing impact of drugs, alcohol, and suicide on adolescents. Research and on-the- ground programs demonstrate that we can reduce adolescent sub- stance use and suicide. Solutions are available, and communities are willing and able to take on these challenges. This presentation will highlight the policies and programs that work and offer recommenda- tions for meaningful action.

This workshop will explore the disproportionate impact of diseases on vulnerable populations. Participants will learn how Disparities affect individuals, families, and entire communities. Additionally, we will focus on fostering healthy communities and organizations by understanding and building Recovery Oriented Systems of Care (ROSCs) and through building Health Equity.

Jonah Cunningham is a Trust For America’s Health (TFAH) Government Relations Manager focusing on behavioral health issues and ways to reduce mortality from substance misuse and suicide. Prior to joining TFAH, he worked for over six years on the staff of Rep. Grace F. Napolitano (D-CA). In his most recent position, as Senior Policy Advisor, Jonah helped to reestablish the Congressional Mental Health Caucus and created a Suicide Prevention Task Force within the Caucus.

Dr. Hernandez is a person in long-term recovery from addiction and is committed to eliminating health disparities by working at the national, state, and local levels. He is currently a Senior Consultant to the Massachusetts Dept. of Public Health, with a focus on disparities, building health equity, addiction treatment, recovery supports, and the Recovery Support Centers located throughout the Commonwealth. He also consults and teaches a number of courses at the New England Addiction Technology Transfer Center (ATTC) at Brown University and the National

The workshop will explore the most recently available reporting from law enforcement, intelligence, and public health agencies. Attendees will receive an overview of the most pressing drug threats facing New Jersey and the nation. This annual assessment provides in-depth strategic drug-related intelligence to inform counterdrug policies, establish priorities, and allocate resources.

Special Agent Timothy P. McMahon has been employed by the Drug Enforcement Administration since October 1998. Prior to becoming a Special Agent with the Drug Enforcement Administration he spent six (6) years as a trooper with the New York State Police, fromOctober 1992 thru October 1998. Special Agent McMahon has been assigned to enforcement and task force groups, served as the special agent recruiter for New Jersey and is currently assigned as the public information officer.

Dr. Gaya Dowling is the Director of the Adolescent Brain and Cognitive Development (ABCD) Project at the National Institute on Drug Abuse, part of the National Institutes of Health (NIH). The ABCD Study, the largest long-term study of brain development and child health in the United States, has enrolled nearly 12,000 children ages 9-10 and is following them through their teens and into early adulthood to explore how diverse experiences during adolescence shape brain, cognitive, social, emotional, and academic development.

Public health nonprofit PGP runs several sophisticated media monitoring systems tracking priority topics such as the opioid epidemic, mental health, tobacco products, and alcohol. Most systems have been running for several years. There have been large shifts in the information the public is exposed to during the COVID-19 pandemic, and in the way the public discusses each of these topics. These shifts will have long lasting ramifications, that public health is not yet ready for. In this workshop Dr. Joe Smyser, PGP’s CEO, will explain the shifts the organization has seen, and what they will likely mean for public health and addiction programs.

Dr. Joe Smyser has worked at the intersection of public health and marketing throughout his career and has designed core strategies for several of the United States’ largest behavior change campaigns. Dr. Smyser has worked with the United Nations, USAID, multiple state and local health departments, Google, Facebook, Twitter, the Nuclear Threat Initiative, Direct Relief International, and the Peace Corps.

DRZEWOSZEWSKI Director of Substance Abuse Counseling Services | Hackensack Meridian Health Carrier Clinic This workshop takes an in-depth look at how Covid-19 has affected how professionals in behavioral health and addiction services deliver treatment to those in need. The presenter will discuss the affects of social isolation, fear, stress, anxiety, and trauma on individuals suffering with substance use disorders during the Covid crisis. This presentation also includes projections related to what we could expect in behavioral health and addiction services once the Covid crisis resolves. The presenter will explore post Covid interventions and the role of trauma informed care in a post Covid world.

Dr. Michael Steinberg is Professor and Chief in the Division of General Internal Medicine, Vice-Chair for Research at the Rutgers Robert Wood Johnson Medical School, and Medical Director of the Rutgers Center for Tobacco Studies. He maintains an active research career in the areas of tobacco treatment interventions, has published over 70 peer-reviewed manuscripts, and conducts studies funded by NCI, NIDA, RWJ Foundation, and the NJ Department of Health.

The onset of stay-at-home orders during the current global pandemic tossed mental health and substance use providers into the deep end of the telemental health pool. While reimbursement agencies have modified their policies to permit greater access and reimbursement for telehealth services, it is incumbent upon us, as therapists or evaluators, to provide services with the same level of security and confidentiality as in-person sessions. The ethical and legal obligations of our professions necessitate that we make wise choices, not only in who we provide telemental health services to, but in the delivery of those services, as well. This presentation will give a very broad overview of those ethical and legal obligations and permit providers to travel back to the shallow end of the telemental health pool and wade in more carefully. What happens when drivers return to the roadways after spending an extended period at home because of the coronavirus pandemic? PAM SHADEL FISCHER Sr. Director, External Engagement & Special Projects | Governors Highway Safety Association Explore the pandemic’s impact on alcohol and other drug use, our mental health and well being, and preferred mode of transportation and why traffic safety officials are concerned about a potential uptick in impaired driving as states reopen. Recommendations for effectively addressing impaired driving through a comprehensive and holistic approach will also be discussed.

This workshop will discuss the Adverse Childhood Experiences (ACEs) and their connection to Addiction. We will explore what ACEs are, how they affect development, and how they increase risk for a host of physical, mental, and behavioral health outcomes, including substance misuse and overdose. We will discuss opportunities for prevention of ACEs, thereby preventing later outcomes. We will end with thoughts about how the current COVID-19 pandemic may be affecting ACEs and Addiction. DR. POWER SESSION TONY HOFFMAN 3:15 PM - 4:00 PM World Ranked after paroling prison on December 13, 2008, Tony Hoffman started living out his dream, with his addiction behind him. His story is full of redemption and his view of the highest highs, and the lowest lows. Tony is a former BMX Elite Pro and placed 2nd in the Masters Pro class at the 2016 World Championships in Colombia. He coachedWomen’s Elite Pro, Brooke Crain, to a 4th place finish at the 2016 Rio Olympic Games in Brazil. Tony has presented on the prestigious TEDx stage and Goalcast video and is one of the most requested substance abuse speakers in the country. He is the Founder and Director of The Freewheel Project, a non-profit organization that mentors thousands of youth through action sports. In 2020, he will complete his autobiography, Keys To The Wounded Soul as well as The First 90 a 90-day devotional to help those on the journey of recovery. Tony’s goal is to open the Tony Hoffman Wellness Center to assist those struggling with addiction. The Early Years Tony’s BMX career started as a teenager and top-ranked BMX amateur with multiple endorsements. In High School in Clovis, Ca, Tony started drinking alcohol, smoking marijuana, and using prescription painkillers (Vicodin and Oxycontin). His life took a turn for the worse as he became addicted at such a young age, losing everything. Tony committed a home invasion armed robbery, and was ultimately sent to prison for two years. He violated his probation due to his addiction in spite of the threat of a ten-year prison sentence. From this despair, Tony began rebuilding his life’s purpose while he spent two years in prison. Upon his release, he used the positives and negatives of his life to get to where he is, today. Today Tony has been sober since May 17, 2007. He is a changed man devoted to inspiring others to live their life with purpose. Tony has dedicated his life, to bring awareness around the country of the dangers of prescription pills and heroin, as well as, advocating a shift in thinking towards current addiction-recovery processes. Steve Drzewoszewski (Jevo-shef-ski) is the Director of Substance Abuse Counseling Services and the Director of the Blake Recovery Center at Hackensack Meridian Health Carrier Clinic. He believes that “all change begins with resolving ambivalence and everyone is capable of change”. Steve has been in the field of addiction treatment for over 15 years and can see over 1,200 patients a year at the Blake Recovery Center. Steve holds a bachelor’s degree of Psychology from the University of Phoenix and a master’s degree of Social Work from the University of Southern California. Steve presents and educates regularly on multiple topics related to substance use disorders and has been interviewed for multiple publications and media over the years. Steve is a member of the Motivational Interviewing Network of Trainers (MINT) and has been practitioner of motivational interviewing for over 10 years. He is a Licensed Clinical Social Worker, Licensed Clinical Alcohol and Drug Counselor, Certified Clinical Supervisor and a Motivational Interviewing Network Trainer.

Jonah Cunningham is a Trust For America’s Health (TFAH) Government Relations Manager focusing on behavioral health issues and ways to reduce mortality from substance misuse and suicide. Prior to joining TFAH, he worked for over six years on the staff of Rep. Grace F. Napolitano (D-CA). In his most recent position, as Senior Policy Advisor, Jonah helped to reestablish the Congressional Mental Health Caucus and created a Suicide Prevention Task Force within the Caucus. He also developed legislation to improve the nation’s behavioral health system through expanded services and investments in the workforce. He has received several awards for his commitment to mental health promotion. Jonah has a Bachelor of Science in Political Science from the University of Utah and is currently pursuing a Master of Public Policy from The George Washington University. He is an avid Jiu-Jitsu practitioner.

Pam Shadel Fischer is Senior Director of External Engagement and Special Projects for the Governors Highway Safety Association (GHSA), which provides leadership and advocacy for the states and territories to improve traffic safety, influence national policy, enhance program management and promote best practices. In that role, she manages many of GHSA’s key partnership and external engagements and oversees the association’s Consulting Services Initiative, which provides program and management assistance to state members through a pool of seasoned traffic safety professionals. She researches and writes best practice publications for GHSA – 10 to date, addressing teen driving (various topics), pedestrian and bicyclist safety, drowsy driving and most recently high-risk impaired driving – and, through public speaking engagements, implementation of unique partnerships and other outreach, she works to bring national visibility to highway safety. Fischer has more than 30 years of experience addressing behavioral safety issues at the local, state and national levels through advocacy, education, enforcement, grassroots outreach, policy and planning. After a 20-year career with AAA New Jersey and a four-year run as Governor’s Representative and Director of the New Jersey Division of Highway Traffic Safety, she established her consulting firm (Pam Fischer Consulting), which for nearly a decade helped state and federal agencies as well as onprofit organizations address the behavioral safety issues that put all roadway users at risk. Fischer holds a B.A. in English from Lebanon Valley College, an M.A. in Leadership and Public Administration from Centenary University, where she is also an adjunct professor in the Department of Social Services, and a Certificate in Advanced Management from The Wharton School at the University of Pennsylvania. She is also a certified Child Passenger Safety Technician.

DR. GAYATHRI J. DOWLING Director, Adolescent Brain Cognitive Development (ABCD) Project | Na- tional Institutes of Health (NIH)

Dr. Gaya Dowling is the Director of the Adolescent Brain and Cognitive Development (ABCD) Project at the National Institute on Drug Abuse, part of the National Institutes of Health (NIH). The ABCD Study, the largest long-term study of brain development and child health in the United States, has enrolled nearly 12,000 children ages 9-10 and is following them through their teens and into early adulthood to explore how diverse experiences during adolescence shape brain, cognitive, social, emotional, and academic development. Previously, Dr. Dowling served as the Deputy Director of the Office of Science Policy, Engagement, Education, and Communications at the National Heart, Lung, and Blood Institute and the Chief of Science Policy at NIDA. In these positions, she provided scientifically-based information to patients and their family members, health professionals, researchers, policy makers, and other stakeholders to inform policy and promote the prevention and treatment of a wide variety of diseases. Dr. Dowling earned a Ph.D. in Neurobiology from the University of California at Davis, where she studied the developing nervous system, and subsequently conducted research at the Parkinson’s Institute prior to joining NIH where she initially worked at the National Institute of Mental Health and the National Institute of Neurological Disorders and Stroke.

DR. PHYLLIS HOLDITCH-NIOLON Senior Scientist for ACES Prevention | Division of Violence Prevention Centers for Disease Control and Prevention (CDC) Dr. Hernandez is a person in long-term recovery from addiction and is committed to eliminating health disparities by working at the national, state, and local levels. He is currently a Senior Consultant to the Massachusetts Department of Public Health, with a focus on disparities, building health equity, addiction treatment, recovery supports, and the Recovery Support Centers located throughout the Commonwealth. He also consults and teaches a number of courses at the New England Addiction Technology Transfer Center (ATTC) at Brown University and the National Latino and Hispanic Mental Health TTC. Dr. Hernandez was appointed to SAMHSA Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) steering committee in 2014 and the Criminal Justice Policy Committee in 2018. He has served a consultant to several federally-funded initiatives in the areas of behavioral workforce development, HIV/ AIDS, Substance Use Disorders prevention and treatment, military service members, their families and TBI and PTSD, and pediatric asthma. Dr. Hernández serves as faculty at the New England School of Addiction Studies since 1998, has taught a number of undergraduate and graduate courses, and has presented at several national and state conferences. Dr. Hernández serves as President of the Board of Directors of the Massachusetts Board for Voluntary Certification of Drug and Alcohol Counselors, is a member of the Board of the Massachusetts Organization for Addiction Recovery (MOAR), was appointed to the Springfield Public Health Council in 2006, and served on the Massachusetts Governor’s Latin American Advisory Commission in Massachusetts from 2000-2004. Phyllis Holditch Niolon, PhD, is a behavioral scientist in the Division of Violence Prevention, National Center for Injury Prevention and Control. Since 2009, she has served as the lead of the randomized controlled trial evaluating the comparative effectiveness of CDC’s Dating Matters®: Strategies to Promote Healthy Teen Relationships Initiative. Dr. Niolon graduated with High Distinction with a Bachelor of Arts in Psychology from the University of Virginia. She received her masters and doctorate of philosophy in Community Psychology from Georgia State University. After serving as a postdoctoral fellow in the Division of Violence Prevention for one year, she joined DVP as a behavioral scientist in 2006. Since coming to CDC she has served as a science officer on numerous cooperative agreements and contracts evaluating interventions to prevent IPV and TDV. She has published multiple peer reviewed journal articles, book chapters and government documents on the topics of IPV and TDV. 38

Dr. Tawanda Hubbard is a social work educator and practitioner. She teaches on faculty at Monmouth SSW and at her alma mater, Rutgers SSW as a part-time lecturer. Dr. Hubbard received the honor of Outstanding Doctoral Instructor at Rutgers SSW in 2016. She is a Licensed Clinical Social Worker with over 15 years of experience in child welfare, behavioral health, adolescent and family therapy, and clinical practice. She currently provides individual, couple and family therapy as a private practitioner and clinical supervision. Dr. Hubbard is a consultant trainer with NJ ChildWelfare Training Partnership and NJ Victims Assistance Academy. She conducts workshops on her scholarship interests (dismantling structural discrimination, oppositionality in adolescents, clinical supervision, etc.). Dr. Hubbard is the immediate past President of the NASW, NJ Chapter, serves on Rutgers School of Social Work Alumni Advisory Council and CSWE Minority Doctoral Fellowship Alumna.
