Series: Emerging Technologies OPTIMIZING REAL-TIME CRIME CENTERS: ENHANCING 911 COLLABORATION Prior to her current role, Rebecca served as the chief of staff for the FBI’s Human Resources Branch, led teams at the Washington Field Of fice and in the Counterterrorism Division, investigated organized crime matters as a special agent in New York, and started her FBI career as a counterterrorism intelligence analyst. Rebecca earned an M.S. from San Diego State University in Criminal Justice & Criminology, earned a B.A. from Syracuse University with a dual major in political science and psychology, and graduated from Georgetown University’s Executive Certificate in Leadership Coaching Program. Finally, Rebecca holds a Balanced Scorecard professional certification from George Washington Universit y. This session will highlight the present state and the future directions of the FBI National Academy Program. Discussion of recent achieve ments as well as expected near- and long-term directions of the National Academy Program will be shared and discussed. These include, but are not limited to, programmatic considerations, curriculum growth and change, current and future partnerships, as well as evolving post graduate opportunities. Lastly, input from attendees will be sought as to possible avenues that both the FBI and the FBINAA may wish to consider in the future. John DeVoe , M.A., is a public safety executive with more than twenty-seven years of law enforcement experience. He is now retired from ac tive policing and currently serving as the Acting Executive Director of the FBI National Academy Associates (FBINAA). Since February 2023, he has served as the Director of Strategic Partnerships, where he has led a comprehensive modernization and expansion of the FBINAA Alliance program, significantly increasing engagement, partner value, and organizational revenue. Prior to joining the FBINAA, John retired as a Lieutenant from the River Vale (NJ) Police Department, where he dedicated over two decades to investigative and leadership roles. He also served as a Senior Investigator with the Bergen County Prosecutor’s Office Cyber Crimes Task Force and as its Educational Outreach Coordinator, delivering presentations and training to thousands of law enforcement professionals, students, and community members. A recognized leader and educator, John is a proud graduate of FBI National Academy Session 252, a certified police instructor, and an accomplished keynote speaker who has lectured nationally. His longstanding commitment to the FBINAA includes serving as President of the FBINAA New Jersey Chapter, where he advanced member engagement, strengthened chapter operations, and led the modernization of technology, social media, and digital capabilities to enhance communication, engagement, and organizational reach. He continues to contribute to executive-level leadership development as Vice President of the Mid-Atlantic Law Enforcement Executive Development Seminar at Princeton University. Rebecca Vassilakos leads the FBI’s National Academy, a 10-week residential leadership development program accredited by the University of Virginia for senior law enforcement leaders world-wide. Additionally, Rebecca leads the Law Enforcement Bulletin, the FBI’s online journal focused on law enforcement and leadership published monthly. Rebecca also serves as a program manager for the FBI’s Leadership Coach ing Program, is an International Coaching Federation certified leadership coach, and a leadership instructor.

As Real-Time Crime Centers (RTCCs) expand nationwide, their success depends on seamless collaboration with 911 centers. This ses sion explores how integrating IoT, NG911, and CAD data enhances situational awareness, speeds decision-making, and strengthens field response. Panelists will share real-world examples where RTCCs leveraged RapidSOS’s trusted platform to close information gaps, apply AI responsibly, and improve outcomes during critical incidents. Attendees will also gain insights into the role of broadband, secure infra structure, and data-sharing standards in supporting mission-critical communications.
