PROGRAM SPECIALIST FOR ADULT EDUCATION Characteristics of Work:

This position will assist in the overall coordination and oversight of the successful implementation of the Smart Start Pathway outlined in the Workforce Innovation and Opportunity Act, MS Combined State Plan. A primary responsibility of this position is managing the Career Ready 101 agreement between State Workforce Investment Board and Adult Education and the local adult education programs. Responsibilities will include training and support for instructors, transition specialists, and MIBEST instructors. The incumbent is responsible for the management, analysis, reporting and oversight of the federally mandated accountability and data collection system. This specialist provides skilled subject matter information regarding all aspects of the National Reporting System and provides technical assistance to local programs to ensure that data is tracked, maintained and reported according to the federal and state guidelines. This position reports directly to the Assistant Director of Adult Education. Oversees the statewide implementation of adult education requirements for the Smart Start Pathway and Career Ready 101 and provides training and support for instructors and transition specialists at the local programs. 2. Supports instructors and transition specialists in the development of individual Student Success Plans (SSP) in an effort to improve retention and completion rates of students. 3. Assists in gathering, researching and preparing data for submission to internal and external partners and community groups. 4. Works closely with the adult education data management system and NSPARC to review and improve the interfacing of program evaluation data electronically. 5. Assists in the development of standards and procedures used in the implementation of new or enhanced features of existing data systems. 6. Provides coordination and technical assistance for the integration of internet technology, distance education coursework, evaluations and assessments. 7. Analyzes program data regularly to ensure program objectives and student learning is occurring. 8. Tracks, maintains and reports performance outcome measures. 9. Provides leadership for instructional support services for the local programs focused on consistent process improvement of those services. 10. Leads the development of and provides training on the National Reporting System for local program directors and instructors. 11. Performs other duties as assigned. Minimum Requirements: A Bachelor’s degree from an accredited college or university is required. In addition, experience in adult education is preferred. Excellent written and verbal communication skills, including the ability to listen, understand, and synthesize information. Ability to keep meticulous records and write detailed reports and correspondence. Proficiency in Microsoft Office, including Excel, Word and PowerPoint is required. Candidate must possess good customer service skills and be able to manage time effectively, prioritize and plan work activities in order to meet multiple deadlines, and work collaboratively and independently to support division and agency goals.
