La Habra, CA: Center for Organizational & Ministry Development, 1997. Steffon teaches at Biola University. This book describes church planting among the poor in an international setting, but its emphasis on empowerment of the poor from the beginning of the church planting process makes it especially relevant for those planting among the poor in the U.S.
