A cultural them is an idea that is specific to a certain culture. For example, a cookbook that focuses on popular French cuisine has a cultural theme. Or perhaps you partake in Bollywood movie-thon. Either way not all themes are culturally specific. Some themes are universal such as love, peach, truth, happiness, kindness, etc.
