• Requires assessing balance at every stage and documenting perspectives or interests that have provided input into standards instead of at stakeholder consensus step • Requires much more communication and outreach • Allows for a stakeholder “observer” role

• Requires a more deliberate working group vetting step • Requires OMB liaison participation at beginning of process

• Standard must be audited and pass successfully • OMB conducts the audit and reaches consensus to approve standard

• Naming the documented milestones based on document transition • More deliberate accounting for opposition views and resolutions of appeals • Stakeholder consensus does NOT approve a standard • Allows for multiple mechanisms for demonstrating consensus
