placement of a child for adoption, legal separation, divorce, loss of dependent status, or a substantive change in employment status for the retiree or spouse. 4.13 Open Enrollment - An annual period, normally in the fall, when retirees may make benefit coverage changes for the following plan year without a qualified family status change. 5.0 ORGANIZATIONAL RULES 5.1 General Rules A. Employees who do not retire directly from City of Greensboro service and receive a monthly benefit from the North Carolina Local Government Employees Retirement System (NCLGERS) are not considered retirees of the City and are not eligible to participate in City benefits as a retiree. B. Employees who are discharged for disciplinary reasons are not considered retirees of the City of Greensboro and are not eligible for City retiree benefits regardless of whether or not they are eligible for retirement with the NCLGERS. The City reserves the right to withhold all City retiree benefits during an investigation to determine whether or not the employee would have been discharged had the employee not retired. C. Service time for retirement benefits from NCLGERS and City of Greensboro service for City retiree benefits may be different. Only City of Greensboro benefit eligible service and accumulated sick leave are considered for determining City service for the calculation of retiree benefit eligibility and costs. Other service that may count towards NCLGERS retirement (such as purchased military service and service with another local or North Carolina State government) does not count towards City service for retiree benefits. D. Retiree costs for health insurance are based on length of City service and retiree type. Retirees pay the total costs for dependent coverage. 1. Service retiree costs for health insurance are based on length of service. Service retirees with at least 20 years of service receive a City contribution towards the cost of health insurance. 2. Disabled retirees who retired July 1, 1986 or after are treated as service retirees for the purposes of health insurance costs. 3. Totally disabled retirees receive single-level health insurance coverage under the Choice Health Plan at the same rate as an active employee. As of September 1, 2006, any employee who qualifies as a disabled retiree under NCLGERS from injuries sustained on the job and resulting in a valid workers’ compensation claim will be classified as a totally disabled retiree. E. All retirees pay the total cost of dental insurance coverage for themselves and their dependents.
