and promotional programs within the department. Annually, the Department Director and EEO Coordinator will update the Departmental Affirmative Action Plan. The Director and/or designee will meet as needed with the Office of Equity and Inclusion to ensure that the Affirmative Action Goal Steps are met. 5.6 Communications - All City personnel are to be informed of the City’s equal employment policy and affirmative action efforts through: A. The Equal Employment Statement and Federal EEO posters placed on bulletin boards B. Employee publications C. The Personnel Policy Manual D. Presentation and discussion of the plan as part of the employee orientation and training programs, and E. By other means as feasible and available. 5.7 Nothing herein establishes a system of quotas. Rather, the City establishes affirmative action goals and action steps. An affirmative action goal operates as a target for the City to strive for and to measure the success of the City’s recruitment efforts. An affirmative action step includes specific training programs, outreach efforts, and other positive steps to reach our set affirmative action goal. 6.0 PROCEDURES 6.1 On an annual basis, Department Directors and Departmental EEO Coordinators will conduct a complete analysis of their work force to identify any areas and job groups which, based on available data, show over or underutilization of race or gender groups and develop reasonable plans of action to correct such under or over-utilization. 6.2 Annually, the Chief Diversity, Equity and Inclusion Officer will review, with each department, the Departmental Workforce Analysis and Plan, make recommendations for changes to the plan, and provide technical assistance to make improvements to the plan. 6.3 In addition, the Chief Diversity, Equity and Inclusion Officer will review progress toward affirmative action steps including specific training programs, outreach efforts, and other positive steps to reach our set affirmative action goal. 6.4 The Chief Diversity, Equity and Inclusion Officer will assist departments in the implementation of the Departmental Affirmative Action Plans as needed.
