3. That as a matter of policy, the City Council hereby directs the City Manager as follows: (a) To be responsible for maintaining an affirmative action program as it relates to the employment, training and promotion of’ minorities, women, handicap and older persons. (b) To administer and provide policy direction for the affirmative action program so that equal employment opportunities exist in each department in all classifications. 4. Business and industry is hereby encouraged to make continuing positive commitments to promote equal employment opportunity and affirmative action programs.
