Registration Checks – The Process

APPENDIX B – Rule 8Q

Under normal circumstances TWO league officers will be present when checks are being carried out. However, under exceptional circumstances i.e. the need to take urgent action a single officer may carry out a check following agreement with the League General Secretary. When only one officer is present he should concentrate on ensuring that the team which has been specifically targeted undertakes the check correctly.

Officers carrying out the check will make themselves known to the two managers (or person/s in charge of each team), during the first half informing them that a registration check will be car- ried out during the half time interval according to league rules.

At half time a clipboard with the registration form attached will be given to the individual responsi- ble for each team.

At handover the league officer will record the name and position of the persons to which the form was given.

The league officer will also make the teams aware that the half time interval will be extended by 5 minutes to allow the check form to be completed.

The league officers will then ensure that the match official is aware that a check is being carried out and obtained his/her co operation in extending the half time interval and ascertain the number of substitutes each team has.

The league officers will endeavour to be in the changing rooms when the form is being completed.

Before leaving the ground the officer will check that the form has been fully completed and that the total numbers of players i.e. 11 plus the agreed number of substitutes is correct If this is not the case it must be resolved at the time. The recording of player’s shirt numbers on the form should enable the officer to identify any players who have not signed the form.

In some circumstances eg. If a team has refused or only partially completed the registration check the league officer will make the club aware of the consequences for breaching league rules and may be required to take individual or team photographs.

Completed forms to be sent to the Registration officer by the Tuesday following the match.

The registration officers will within 24 hours of receipt check the form and immediately inform the General Secretary of any anomalies.

The Registration officer will keep a record of the clubs and dates on which checks were carried out and the outcome. This record will be reported on at the monthly management committee meeting.
