Diversity and Inclusiveness)

• Collaborate with MidPen to help locate a site for “The Treehouse”, a multi age housing project that will service low income seniors and families adopting foster kids (Supporting our Youth, Seniors and Entire Community, Enhancing Diversity and Inclusiveness) • Collaborate with EAH to locate a housing site for moderate income earners, workforce housing (Supporting our Youth, Seniors and Entire Community, Enhancing Diversity and Inclusiveness) • Continue to build a South County homeless response system that integrates County Safety Net Services (Regional Initiatives, Supporting our Youth, Seniors and Entire Community) • Create a South County Mental Health Court Program to respond to the unique needs of mentally ill individuals who are experiencing homelessness (Regional Initiatives, Supporting our Youth, Seniors and Entire Community) • Continue to contract with Rebuilding Together to rehab and repair homes for low-income Seniors and help with citywide blight (Supporting our Youth, Seniors and Entire Community, Enhancing Diversity and Inclusiveness) • Continue to contract with HouseKeys to facilitate the management of the City’s BMR homeowner program (Maintaining Fiscal Responsibility, Enhancing Diversity and Inclusiveness) • Continue monitoring and building of the City’s BMR Rental Portfolio (Enhancing Diversity and Inclusiveness) • Contract with Keyser Marston to evaluate potential programs and strategies for increasing affordable housing production in Morgan Hill (Supporting our Youth, Seniors and Entire Community, Enhancing Diversity and Inclusiveness) Financial Comments The revenue needed to fund the City’s housing programs is now directly aligned with the health of two funds: The RDCS Housing In-Lieu Fee Fund (Fund 236) and the Successor Agency Housing Fund (Fund 255). The Successor Agency Housing Fund will receive program income from the Agency’s legacy projects and assets, and will received the final large SERAF repayment in FY 18-19. If the robust housing market continues to generate substantial housing in-lieu fees, the City may be able to partially fund one new affordable housing development over the next 5-7 years. Housing will continue to pursue additional funding opportunities to continue the City's affordable housing legacy. As Homelessness activities continue, the proposed budget will continue support for the “Safe Parking Program” ($30,000), and funding of $50,000 in FY 18-19 to provide matching dollars for a dedicated South County Homeless Services Case Manager.
