Kern Medical Emergency Preparedness

MASS CAUSALITY (External) In the event of a “mass casualty incident” or in other cases when the Emergency Department initiates an alternate Triage area, the parking area outside of the ambulance entrance has been designated as the primary site. Security will initiate the following steps to establish a security perimeter zone for triage: • Officer in Charge shall take the following actions:  Immediately activate the Security Department call back system and notify Trans West Security office of additional personnel needs. • Pending the arrival of Security Personnel, the Officer in Charge shall obtain sufficient hospital associates through the HICS chain of command to accomplish security duties. • In the event hospital associates are utilized in the above circumstances, efforts will be made to limit public contact by those who do not have PART training.  Obtain sufficient physical barricades to clearly delineate the area and place them around the perimeter to deter unauthorized vehicular and pedestrian traffic from entering (vehicles may be used to accomplish the task until pylon and sawhorse barricades are available).  Post personnel on College Avenue at the ambulance driveway entrance to insure access and egress for emergency vehicles  Post personnel on the east perimeter of the area to prevent unauthorized pedestrian/vehicular entry
