Human Resources Emergency Disaster Plan for Volunteer Licensed Practitioners/Non- Licensed/Certified Personnel

IV. Elements of Performance: A. All Volunteer Practitioners/Non-Licensed/Certified Personnel must have his/her valid government issued photo identification (e.g. Driver’s license or passport) and at least one of the following a indicated by professional designation: • Current picture ID from health care organization that clearly identifies professional designation. • Current license to practice

• Identification indicating that the individual is a member of a recognized state or federal response or group (e.g., DMAT, Kern Medical Center Reserve Corp, KMRC, ESAR-VHP, etc.). • Identification indicating that the individual has been granted authority by a government entity to provide patient care, treatment, or services in disaster circumstances. • Confirmation by hospital staff with personal knowledge of the volunteer practitioner’s ability to act as a qualified practitioner during a disaster.

B. All Volunteer non-clinical personnel will be issued a vest with “Volunteer” identified on front and back. All volunteer clinical staff shall be issued a temporary Kern Medical identification badge signifying their volunteer practitioner status and their respective licensure or certification level (e.g., RN, RT, MA, etc.). C. Any volunteer licensed or certified, providing patient care must be granted status and clinical privileges prior to providing patient care, even in a disaster situation. In order to grant such privileges, he/she shall complete a Temporary Emergency Privileges Request Form (attachment A), sign a statement that the information provided to the medial center is accurate, and provide a photo or other form of identification or other form of identification along with proof of valid licensure or certification. D. Verification of credentials is considered a high priority. Human Resources will verify all licensed practitioners/non-licensed/certified personnel. The verification process will be identical to the current process in place for primary source verification in order to meet patient care needs and will begin as soon as the immediate situation is under control and will be completed within 72- hours from the time the volunteer practitioner presents to the organization. Based on the oversite of each volunteer license independent practitioner, the hospital determines within 72 hours of the practitioner’s arrival if privileges should continue. E. The volunteer shall be partnered with a current KERN MEDICAL staff member that is the same classification and should act only under the direct supervision of the assigned practitioner. The assigned Kern Medical staff will evaluate the volunteers’ performance at the end of each assigned shift and report to their assigned unit leader. F. As a volunteer, there shall be no remuneration received, implied or requested. G. In the event the volunteers credential cannot be verified in the 72 hour period Human Resources will document the reason why verification cannot occur.
