Environmental Protection Agency (Extension of Powers) Order 1996 (SI No. 126 of 1996) This Order applies specified sections of the Local Government (Water Pollution) Acts 1977 and 1990 and of the Air Pollution Act 1987 to the EPA and transfers certain functions in respect of those sections from local authorities to the EPA. Criminal Justice (Mental Disorder) Bill 1996 This private member's Bill, as introduced by Mr John O'Donoghue, TO, aims to provide a statutory basis for· the defence of insanity in criminal trials. It also aims to provide for the recognition of the defence of dimini~hed responsibility in murder cases and to establish regulations for the detention and, where appropriate, the release, on conditions or other-wise of persons found not guilty by reason of mental disorder. It further aims to establish a statutory basis for finding accused persons unfit to plead and to make consequential amend-ments in the law. European Communities (Customs Declarations) Regulations 1996 (SI No. 114 of 1996) The purpose of these Regulations is to implement the provisions regarding the completion of customs declaration formalities by a data processing technique contained in Title IV of Council Regulation (EEC)2913/92 and in articles 4a, 4b, 222 and 223 of Commission Regulation (EEC) 2454/93 as amended by Commission Regulation (EEC)3665/93).
