European Communities (Cosmetic Products)(Amendment) Regulations 1996 (SI No. 164 of 1996) These Regulations update the principal Regulations (the European Communities (Cosmetic Products) Regulations 1990) by giving effect to the Seventeenth and Eighteenth Commission Directives on cosmetics (94/32/EC and 95/34/EC respectively). The effect of the Regulations is to further safeguard public health in regard to the substances which may be contained in cosmetic products having regard to the progress of scientific knowledge in cosmetology. The use of certain additional substances is permitted while the use of certain other substances is either prohibited or subjected to certain restrictions and conditions. The Regulations also give effect to the Sixth Commission Directive relating to the methods of analysis necessary for the oft'ical checking of the composition of cosmetic products. HOUSING Housing Regulations 1980 (Amend- ment) Regulations 1996 (SI No. 148 of 1996) These Regulations relate to house purchase and improvement loans made by local authorities. They provide tor: increases in the amounts of local authoritv house purchase and improvement loans; the assessment of income for the purposes of eligibility by a formula which takes into account second incomes; and certain exemp- tions from the income eligibility limit. Thev further provide: that house purchase loans mav he made to certain persons who had previously owned a house (for example, in the case of marital breakdown); for the extension of loan repavment periods and the conversion of arrears into capital debt in cases of hardship; and a facility for the consolidation of house purchase and improvement loans into a single loan. The Regulations came into operation on 1 May 1996. LOTTERIES Gaming and Lotteries (Amendment) Bill 1996 This private member's Bill, as introduced by Mr Michael I. Woods, TD, aims to remove restrictions on the size of prize funds in lotteries run by charities and to ease the requirements relating to the weekly returns such

It had originally been intended that the requirement to indicate the unit-price for all pre-packaged goods would come into effect on that date. This requirement will now come into effect on 6 |une 1997.
