As a courtesy and space permitting, island nonprofits are given up to a free half page each month to publish their news. Any such submissions exceeding a half page will be charged at the usual rate. All submissions become the property of the Chebeague Island Council, which reserves the right to edit them for length and clarity. Submissions that are not time sensitive may be held until there is sufficient space to publish them. Additional information about submissions is available at www.islandcalendar.weebly.com . On the Cover Cecil Amos Doughty has had many lobster boats during his many years as a lobsterman, and the Jessie James , his most recent one, came from Kennebunkport. It is a 30-foot fiberglass Repco with a 165-hp Cummings diesel engine and has all the usual electronics including GPS, radar, sounding equipment, and LORAN. Cecil’s first boat was destroyed in a fire back in the 1960s and he was badly burned, but he kept on fishing because, as he says, “the best thing is being your own boss while making your own living.” (Photo courtesy of Cathy MacNeill.) Notes from the Council

It is a terrible cliché but it seems so true, the summer really has flown by! All the island nonprofits worked hard to provide a wonderful variety of entertainment from ice cream to cruises, and lots and lots of wonderful music! Thank you one and all for putting it all on and supporting the island community with your attendance, your purchases, and your enthusiasm. We are having a record-setting number of returnable bottles and cans arriving at Chedemption. Returnables are being shipped off twice a week (which is the maximum per Casco Bay Lines), and it is still not enough to handle the influx. In case you are wondering about all those bags stacked up at the

Chedemption shack, there is a limit on the number of boxes and bags Casco Bay Lines will take and we exceed that limit several times over every single week. Thank you to all the volunteers who have been doing the bagging and boxing and to Ann Thaxter and her baggettes for hauling it all to Chandlers twice a week. And thank you to all the Casco Bay Lines deckhands who load and unload it all for free! The Council is pleased to welcome Kristen Dyer Buxbaum, Tammy Hoidel, and Deborah Bowman to the Board. We have a lot going on this year, and they all bring a wide variety of skills, experience, and expertise.

Notes from the Hall

We are pleased to announce that the weekly Coffee Hour has started early this year. Come on down on Wednesday mornings from 9:00 to 10:00 for coffee and a pastry and to catch up on everything that’s happening around the island. Our Wednesday soup and Community Lunch program will resume in October. There are sponsorships slots open, and we are also looking for a guest soup chef of the month. This is your opportunity to show off your soup skills, so don’t be shy! A huge thank you goes out to Jan Ross and Mary Anne Shube for their indefatigable help setting up the Martha Hamilton Arts and Crafts Extravaganza. Once again we had incredibly generous donors and many happy customers scooping up the bargains. We can’t wait to see what you have made from your haul of arts and crafts supplies!

The Community Center should be getting a new and fresher look as we spiff up the exterior this fall. We have received a grant from the Recompense Fund to help with the significant expense of this undertaking. And, when you venture inside the Hall, you may notice our wonderful energy-efficient lights being installed by Island Electric and paid for in part by a grant from Casco Bay Islands Alliance. We are grateful for both grants and for the continuing and enthusiastic support of the community we so happily serve. As the season of inclement weather approaches, remember that the Community Center is a designated Red Cross Emergency Shelter. We now have a larger and new generator that will keep the entire building running during times of power outages.

They include Island Commons for $8,000; Kids’ Place for $15,000; Chebeague Island Historical Society for $4,000; Chebeague Recreation Center for $10,000; Chebeague Island Hall Community Center for $6,000; Chebeague and Cumberland Land Trust for $3,500; Chebeague Parents Association for $1,500; and a special board member donation to fund the Chebeague Island School for $500. We are now in our second year of the four-year generous matching Challenge Gift of $250,000 from the Raymond Family Foundation (RFF). The RFF will match, dollar for dollar, all contributions to the Recompense Fund. This will enhance Recompense’s 10-year goal of annual increased grants to island nonprofits. Office Hours— We are open Monday and Thursday from 9:00 a.m. to 5:00 p.m. and from 9:00 a.m. to 4:00 p.m. on Friday. As always, if you need assistance at other times, please don’t hesitate to call (846-3148) and we will do our best to accommodate your needs. The office will be closed Monday September 3 in observance of Labor Day. Tax Bills— Tax bills were mailed August 15. The 2019 tax rate is 16.50 per thousand dollars of valuation. This is an increase of less than 1% from the previous year. The first half of the tax bill is due September 28, 2018. If you have any questions, please contact the Town Office. Recycling News— ecomaine is now charging us for contaminated recycled materials that are sent to them. Contaminated items are basically garbage that gets in the wrong container. It might include a stray garbage bag, trash or shopping bags, bread bags, batteries, etc. If you don’t know where to throw something, please ask the attendant or check the side of the recycling container for information. Since we do not want to be charged for contamination, please be diligent about what you place in the recycling container. New FEMA Flood Maps— T he current Flood Insurance Rate Maps (FIRM) that are in effect and enforceable are from 1985. After several years of studies throughout southern Maine, FEMA has issued new preliminary flood maps. Everyone should be aware of the considerable elevation and drastic zone changes in certain areas of the island from the current 1985 maps.

Not only do the elevations appear to increase upward of sixteen (16’) feet, but the zone change from A Zone to V Zone is a huge factor in appeals, variances, and insurance rates. If the new maps are adopted and you own shorefront property, all new structures (with few exceptions) will need to be constructed at least one foot above the Base Flood Elevation. Additionally, if you currently have a structure that would now be within the flood zone based on elevation and you have a federal mortgage that requires flood insurance, there is a good chance your flood insurance will cost more. I am not an expert at interpreting the maps or what the individual result may be for your property. I’m simply trying to make folks aware that the new maps have been issued and the 90-day appeal period has started. Transfer Station Hours— T he Transfer Station is open Monday and Thursday morning from 9:00 to 11:00, Wednesday and Friday afternoon from 1:30 to 5:00, and Saturday and Sunday from 9:00 a.m. to 5:00 p.m. As always, the Transfer Station is closed on Tuesday. Please remember that this is a pay-as-you-throw facility.

September has many charms on Chebeague Island, and especially this year, islanders have a lot to anticipate. School is opening and we have spent most of our lives looking forward to the start of classes. Beginning in 1952 first as student and later as teacher, for fifty years I was excited for school to start. Five or six times in my school career the new school year began in new or remodeled school buildings. It’s like the new car smell or the new pencil box: a special electricity fills the air. When Kevin rolls up South Road and a new student takes that first step onto the bus, a magic ritual is rejoined. Our recent change of address has underlined strongly the great advantage of Chebeague’s community school. Out in our new district young children must ride fifteen miles or more to the nearest elementary school. One humorous detail of this long hot summer was the Ducas Construction school bus hauling the burly construction crew to the job site and back to the wharf each day. It often brought to mind the scene from One Flew Over the Cuckoo’s Nest in which McMurphy takes the inmates fishing. The new construction at the boatyard tugs at nostalgia more poignantly. The last vestige of the old Brewer yard gives way to progress and a thriving

area marine facility that rivals the yards in Falmouth and Yarmouth. September is the perfect month to sail in Casco Bay, and more boat owners than ever have decided that Chebeague is the place to berth their boats for winter. Friends ask how our transition is going, and we must admit that this is the most difficult move we’ve ever made. All the details of life are different, but we are pulling together and bringing touches of Chebeague with us. We have treasured furniture and Casco Bay nautical charts from the old Chebeague Inn and treasures rescued from the dump. We have the Newcomb rose and our favorite white rugosas, hostas, and spirea that produced so well on West View. On our southern edge is a wetlands that we have seeded with milkweed from all over the island, eager to help the recovering proliferation of monarchs. We’ve exchanged housewarming plants with Anne Holmbom: Newcomb rose for her, Prince Harry’s walking stick for us. We’ve continued cuttings that Ruthie gave Paula fifty years ago that have grown at every place we have ever lived. Like the perennials we so enjoy, we have roots on Chebeague and will stay attached.

Marty’s Memories: More Than “A Good Walk Spoiled” by Marty Trower

The Great Chebeague Golf Club looms large in our lives here. You can’t miss the course if you’re arriving on the island from the Stone Pier: it flanks either side of the road as we drive on to our destinations. We probably tune it out most of the time, we’re so used to it. It’s fun to think of it though, in the 1920s—all pasture and cows—and to imagine the “founding fathers” planning and finally putting their idea for a nine- hole course on the spot where it is in now. My grandfather, William K. Trower, was involved in this process, donating the land for the third tee and those annoying gullies in front of them. He and my uncle Bill and now my cousin David became obsessed with the sport. My father, my sister, and I swung toward the ocean for our recreation, and it was sailing for us. I often feel badly though, for my grandfather’s sake, that I did not inherit his love of the game. There were some good reasons. I tried to be a golfer when I was young, but in those days the junior members had to weed the sandpits and that was such a drag it soured me on the whole thing. I did enjoy hanging out in the clubhouse, however. Lots of us did, summer people and year-rounders. We played cards at those big round tables, bought candy bars and gum from the teenaged attendant on duty, and pretty much irritated the grownups who were serious about golf. I really should just speak for myself here because many of my contemporaries did play and have gone on to become terrific golfers and valuable and respected members of the club. Somewhere, there is an 8-mm movie of a humiliating drive I took off the first tee at the Swatfest when I was about twelve. I hope the film has deteriorated by now in its round flat tin can, but the memory is very clear and must be let out. It is foggy and my Toni- permanented hair is huge, as are my two front teeth. I am jerky and

nervous, and I swing at the ball two or three times without hitting it while all of Chebeague stands around watching quietly. The fourth time I tap it slightly and the ball rolls off the mound and stops at its base. No more do-overs: I whack the ground in front of the quivering tee several times in frustration while the hushed crowd says “Awww” in unison.What an embarrassment to my parents and sister watching and to my grandfather who, thank goodness, wasn’t there. To add insult to injury, when I was sixteen, I got my first job as an attendant at the club and this didn’t turn out too well either. Sure, I could legitimately hang out at the club for hours, but at the end of the day I had to bring a bank bag of that day’s chits and the money taken in down to Dr. Stanley Weld’s house on the east end. I never could reconcile what came in and what went out, and Dr. Weld, the treasurer, always scolded me. When the members had their directors’ meeting at the end of the summer, I had to sit in the kitchen and wait until it was over, but I could hear every word that was being said. When it came to the part about hiring the attendants for another year and my name came up, Dr.Weld yelled out, “She can’t add!” My poor father had to hear that as he was a director at the time, and I’m sure he thought he’d rather be sailing at that point. Of course, it was quite true that I couldn’t add or subtract well under pressure but oh, how humiliating. I find it hard to believe that I returned to the club and the same job fifty years later, after retirement, and did no better at all with the math challenges at the end of the day. Some things never change. The amazing good news is that at some point in recent years I actually went out after closing time and played a round of golf with Donna Colbeth and my grandniece and grandnephew and did well and really loved the whole experience!

CHEBEAGUE TRANSPORTATION COMPANY What’s New at CTC?

Disability Accommodation Policy Passengers needing accommodations be- cause of physical disa- bilities should call the CTC office during reg- ular business hours at least 24 hours in ad- vance of travel. Passengers who need assistance boarding the ferry should con- sider the tides on the dates of travel and travel on high tides if possible. The ramp to the ferry float is very steep on low tide. CTC is working with the Town of Chebeague to address the problem of access to the floats. One so- lution is to replace the current 40 foot ramps with 80 foot ramps. Doing so may require reconfiguration of the float system. 80 foot ramps would greatly improve the angle of the ramp during low tides. Passengers who use the CTC wheelchair should be aware that the crew will consider safety of the passen- gers and the crew when deciding if the wheelchair can be used.

Weekday School Boats Start 9/4 CTC will begin its service to carry school children on 9/4—the first day of school. The morning boat will leave Chebeague at 7:05 AM. The afternoon boat will leave Cousins Island at 3:05 PM. The service is week days only and will run dur- ing school holi- days and school cancellation days (weather permit- ting). The CTC bus does not meet the school boats. Winter Ferry Fares go into effect on October 1st.

CTC has a number of policies related to our service and fares. In order to make our service as efficient and safe as possible, we encourage our customers to be- come familiar with those polices. Safety Policy We strive for the safe transporta- tion of all passengers to and from Chebeague. Weather conditions, tides, and other factors may affect the relative safety of boarding the ferry. At the captain’s sole discre- tion, boarding of a passenger or passengers may be denied in un- safe conditions or circumstances. Passenger Behavior Policy CTC reserves the right to refuse transportation to any person fail- ing to abide by its rules and regu- lations or those of the United States Coast Guard pertaining to the safe and efficient operation of passenger vessels, as specified in the latest revision of the United States Code of Federal Regula- tions (CFR). By law, captains are required to take action to enforce those regulations. Commercial Freight Policy Freight should be delivered by the 12:15 PM ferry. Freight should not be delivered by

dual wheel vehicles. Customers who are not on the ferry must notify CTC of the deliv- ery in advance. The first person who calls Carol at 319-3061 on 9/24 and says “Happy Equinox” gets a free guest ticket book. Be sure to leave your name and phone number. All unaccompanied freight must display customer’s name. Freight must be picked up at the ferry directly after the boat re- turns to Chebeague. Freight fees must be paid upon delivery to Chebeague. Package Transport Policy It is the Policy of the Company to transport packages both on and off the island as a service and convenience to our customers. Customers requesting package transport by ferry boat or bus will be responsible for assuring proper packaging of contents and labeling for delivery, as well as making arrangements for delivery or pickup. All packages transported by the Company shall be carried at the customer’s risk, and the Company shall have no liability for lost or damaged packages or their contents. Normal freight fees will apply.

When the ferry must make two trips to carry all passengers, passengers will be transported on a first/come, first/serve basis.

Food Pantry!— As you are preparing to leave the island and close up your seasonal home, please remember the food pantry! Donations of non-perishable items and household supplies are accepted in the back room of the Parish House. Unopened perishable goods can be left in the Parish House refrigerator; please leave a note in the fridge (include the date items were left in the fridge). Frozen items can be left in our freezer in the back room. Again, please leave a note indicating the date items were left. Thank you for your support in eliminating food insecurity on Chebeague!

Blessing of the Backpacks— Join us for worship on Sunday September 2 as we bless our kids before they head off into a new school year. Kids are invited to bring their backpacks, and we’ll pray together for their teachers and fellow students and for their success in the coming year. Come support our kids as they head back to school!

Youth Choir!— Our youth choir’s second season begins on Sunday September 23 at 11:15 a.m. (following worship). Kids ages 8 through 12 are welcome to sing; the choir sings in worship twice a month. Kids will learn the basics of singing through a combination of games, songs, and exercises, and they’ll explore how to connect with God in their everyday lives, all in the context of a fun, lively community!
