The Committee believes that the proposed amendment is consistent with the Constitution of the Diocese of Southwestern Virginia, the existing Canons, the Proposed Canons, and recommends its adoption. REVIEW OF MANNER OF SELECTION OF MEMBERS OF THE DISCIPLINARY BOARD Prior to the 2018 Convention, the Disciplinary Board consisted of 7 members. Because a seven-member Disciplinary Board did not have sufficient members to perform its duties without overtaxing the board’s membership, the 2018 Convention amended the Canons to increase the membership of the Disciplinary Board to 13. As set forth in Canon 27, Section 2, the Disciplinary Board consists of thirteen members, seven of whom are members of the clergy and six of whom are members of the laity. Seven members (4 clergy and 3 lay) are elected by Convention and six members (3 clergy and 3 lay) are appointed by the Ecclesiastical Authority. To both a) provide a mechanism by which the new members Disciplinary Board begin to serve promptly; and b) to increase the number of potential members, the Board recommended that the Ecclesiastical Authority should appoint 6 members to the board. Upon request, the Committee reviewed the manner of selection of the members of the Disciplinary Board. In doing so, the Committee, among other things, considered input from the President of the Disciplinary Board, performed a survey of other dioceses, and considered the circumstances of the Diocese. Based on this information and following deliberations, the Committee continues to believe that that a Disciplinary Board consisting of seven members elected by the Convention and six members appointed by the Ecclesiastical Authority is appropriate. Consequently, the Committee recommends no changes to Canon 27, Section 2 at this time. Respectfully submitted,
