4. Constitution Revisions. This constitution can be revised by the congregation provided it is presented in written form at least one month before being acted upon. A two-thirds majority of members present and voting shall be required to revise the constitution. If adopted, the revision becomes effective immediately, but not retroactively. The constitution shall be completely reviewed by the Council at intervals of no more than five years. Meetings to vote on changes to the constitution fall under must not be held without proper notice given to all members of AF, and no other business shall be transacted at that time. For all congregational meetings, a quorum shall consist of 50% of the total voting membership of the church.
