4. Formulate an Analytical Solutions Forum in lieu of noncontractual stakeholder panels to  leverage broader outreach and engagement.  Identify emerging issues while acknowledging  current active areas of work.    So, what does this mean?  1. Typical SPSFAM and ISPAM in the work will be seeded by ideas discussed from the Analytical  Solutions Forum  2. Allows AOAC  to  start new working groups that do not necessarily fit into any of the  preconstructed stakeholder panels, without having to start a stakeholder panel to “launch”  the working group.  3. Use the current stakeholder panels to serve as tracts, but new tracts can also be established  (i.e., dietary supplements, infant formula and adult nutritionals, alternative methods,  soils  and fertilizers – could be new ). 

The Conundrum:  1. Having smooth transitions from stakeholder panels to working group centric approach and 

the Analytical Solutions Forum.  When does the transition happen?  2. Are there new roles for the current stakeholder panel chairs?  3. Logistics   a. OMB Liaisons  b. Strengthening Champions or Working Group Chairs  c. Naming conventions 

RECOMMENDATIONS:  For OMB to form working group to work with staff on the conundrum, ultimately bridging the gap  between processes as we know it and the dynamic approach in transition.
