Division Description Land Development Engineering undertakes activities such as mapping and subdivision services, development review/inspection services, design review of private and public offsite improvements, and floodplain management services. Team members answer questions, provide technical guidance to those considering development, provide one-stop processing for approval of certain development activities, and support to other City departments when required. Land Development Engineering also oversees all developer-initiated construction activities in the public right-of-way. Division activities include: • checking, approving, processing, and keeping all improvement plans prepared by consultants • reviewing all private land development activities for conformance with City standards • checking and processing for approval all maps for compliance with the Subdivision Map Act • reviewing building permit applications and proposals that are filed with the City’s Building Division • supporting Environmental Programs team for the City’s National Pollution Discharge Elimination System • reviewing private land development activities located in 100-year flood hazard areas for compliance with the Federal Emergency Management Agency (FEMA) National Flood Insurance Program’s minimum construction standards and with City’s Flood Damage Prevention Ordinance In Fall of 2016, Land Development Engineering was moved from Public Works Department to Development Services Department to maintain development services focus and to house new private development activities with the related Building and Planning functions. One (1) Senior Civil Engineer was hired during this reorganization. FY 2016-17 and 2017-18 Accomplishments • Completed FEMA audit of City’s Community Rating System (CRS) Program • Secured contract services for engineering plan review, stormwater program support, and map review • Completed revision to the City’s Flood Damage Prevention Ordinance - adopted by City Council in September 2017 • Processed 12 final map approvals, 10 Subdivision Improvement Agreements, and acceptances for 11 completed Tract improvements in FY 16-17 and through 3rd quarter of FY 17-18 • Performed 75% of first submittal review of building permit applications within 10 business days in FY 16-17 and 70% through 3rd quarter of FY 17-18 • Performed 54% of first submittal review of planning applications within 20 business days in FY 16-17 and 72% through 3rd quarter of FY 17-18 • Processed 57% of improvement plan applications with parcel map or tract map within 6 months in FY16-17 and 50% through 3rd quarter of FY 17-18
