• Completed comprehensive Development Fee Study resulting in the implementation of new permitting fees phased in three times within one single year • Implemented customer service upgrades to streamline processing and increase efficiency

FY 2018-19 and 2019-20 Activity Goals • Improve Division resources by updating Engineering Division templates and forms • Develop a fee calculation feature within TRAKiT permitting program for efficient and accurate calculation of fee estimates (Maintaining Fiscal Responsibility) • Prepare agreements with consultants selected for a proposed Request for Qualifications (RFQ) for various Engineering services to ensure availability of more consultants providing staff augmentation services (Maintaining Fiscal Responsibility) • Coordinate Downtown construction activities by private developments to avoid conflicts through construction zones (Infrastructure) • Identify Division training needs and provide staff with appropriate training opportunities to improve job performance and for professional development (Fostering a Positive Organizational Culture) • Complete update to City's Land Development Engineering webpage (Community Engagement and Messaging) • Continue to implement recommendations from Zucker Report for increased Division functionality (Preserving and Cultivating Public Trust) Financial Comments The Land Development Engineering Division is funded by development processing fees and includes a Supervising Civil Engineer, a Senior Civil Engineer, and an Associate Engineer. The use of contract services has historically been included in the budget to augment staff’s efforts to ensure developer projects are reviewed in a timely manner. The City has existing contracts with different firms to assist with land development engineering review and stormwater program support. The services performed by consultants are on an as-needed basis and include the following: plan check review of engineering plans, mapping reviews, stormwater plan reviews and compliance support, and floodplain management support functions.
