5.2.2 The Department Director may hire a new employee at any pay rate that is within the established hiring range for the position and is consistent with the new employee’s knowledge, skills, abilities, and experience. 5.2.3 After a position has been posted, the Human Resources Director, or the Director’s designee, may approve a starting pay rate outside the hiring range at any step in the general step pay structure or any place within the band for the applicable position. 5.2.4 An employee may also be hired at a pay rate below the step or band minimum with the Human Resources Director’s approval if the employee does not possess relevant job experience or does not meet minimum job requirements, but is still the best candidate who applied for the position. 5.3 Pay Rate Following a Promotion 5.3.1 For employees in the general step pay or broadband structures, Department Directors, or their designees, may set the new pay rate up to 20% for a promotion under the same terms that apply to initial employment of a new employee. Amounts exceeding 20% require approval from the City Manager’s Office. 5.3.2 The Human Resources Director, or their designee, may approve a starting pay rate outside of the established hiring range at any step in the general step pay structure or any place within the band for the applicable position. 5.3.3 If the competitive recruitment process (Standard Procedure 300-22) is waived in order to place an employee scheduled for layoff, the starting rate shall be determined according to the degree to which the employee’s experience has prepared him or her for the duties of the new position. The determination of job relatedness will be the responsibility of the Human Resources Director, or the Director’s designee, upon recommendation by the hiring authority. If the starting rate is set at a level below the minimum rate, an established plan of progression to the minimum rate shall be defined. 5.3.4 Promotions Within the Police and Fire Step Pay Structure 5.3.4.1 Police Department . The Police step structure provides opportunities for progression for officers to move to positions that recognize the increasing contributions that a career officer makes and additional training (and accompanying responsibilities) that

employee receives. Currently, sworn officers can attain the positions of First Class Officer, Master Police Officer, and Senior Police Officer. The Police step structure also currently permits progression from Detective to Senior Detective within the Investigative Division. The Police Department, by written policy approved by the Human Resources Director and City Manager, will establish the criteria for progression to each new position.
