HOT TOPICS Budget Bill Advances

On Wednesday evening, the Ohio Senate Finance Committee adopted a 678 page omnibus amendment to the budget bill (Amended Substitute House Bill 166) before unanimously recommending the bill to the Senate Rules and Reference Committee. The full Senate then adopted the budget bill yesterday, and the legislation now moves to the Ohio House where it is anticipated that the House will reject the bill (insist on its version), thereby sending it to a conference committee to resolve differences. BASA, OASBO, and OSBA have tentatively scheduled a webinar for next Monday, June 24, at 12:15 to review the Senate version of the budget for the FY 2020 and 2021 biennium. Additional details are being forwarded in a separate communication. Important Deadline Approaches Ohio Revised Code Section 3313.482 provides in part: (A)(1) Prior to the first day of August of each school year, the board of education of any school district or the governing authority of any chartered nonpublic school may adopt a plan to require students to access and complete classroom lessons posted on the district’s or nonpublic school’s web portal or web site in order tomake up hours in that school year on which it is necessary to close schools for disease epidemic, hazardous weather conditions, law enforcement emergencies, inoperability of school buses or other equipment necessary to the school’s operation, damage to a school building, or other temporary circumstances due to utility failure rendering the school building unfit for school use. Naturally, the law also recognizes “blizzard bags,” which are paper copies of the online lessons. However, the key is the adoption of the plan by August 1. As you make plans for next month’s Board meeting, you should include a resolution of adoption on the July Board agenda if you intend for your district to use this option. A sample resolution/plan is available here. There is no longer a requirement that you file the plan with the Ohio Department of Education.

Superintendent of the Year Nominations For further national application information, please visit http://www.aasa.org/content. aspx?id=3404 STATE APPLICATION Each applicant must contact the AASA Affiliated/State Associations to inquire about the State Superintendent of the Year selection process and application deadlines. Timelines vary from state to state. To be eligible for National Superintendent of the Year®, an applicant must first be selected as a State Superintendent of the Year by the state association of school administrators or AASA Affiliate program. AASA, The School Superintendents Association, has affiliate relationships with 49 state administrator associations and the Canadian Association of School System Administrators (Canada). Access state association/ affiliate websites by clicking on the following link: My.AASA.org . The deadline for completed applications for State Superintendents of the Year will be September 1. Changing state demographics mean that children and families are bringing greater cultural diversity into the classroom. This is bringing about a need for personalized learning and differentiated instruction that is culturally relevant. Culturally responsive practice is an approach recognizing and encompassing this need. A free facilitator training, to be held July 30, is available for individuals interested in using the Culturally Responsive Practices Program locally. The program, coming this fall, will help educators implement culturally responsive practices across Ohio schools and classrooms. The training includes four online learning courses for individuals or professional learning groups. Registration for this facilitator training is limited. The event will take place at the Delaware County Board of Developmental Disabilities in Lewis Center from 8:30 a.m. to 3:30 p.m. Registration is available here . University of Dayton/BASA Superintendent Certificate Preparation Program - Cohort The UD/BASA Superintendent Certificate Preparation Program- Cohort is a unique collaborative program designed to maximize the professional ex- pertise and resource base for superinten- dents from BASA and the approved certifi- cate program and demanding curriculum of the University of Dayton. The program will provide a cohort of Ohio educators with a convenient, rigorous, practice-based program leading to an Ohio certificate as a superintendent. Up to 25 Ohio educators will be admitted into the program by the University of Dayton. The cohort group will complete the University of Dayton’s approved program leading to certification as an Ohio Superintendent.

University of Dayton/BASA Superintendent Certificate Preparation Program Cohort - Class Schedule 2019-2020

University of Dayton Department of Educational Administration Principles of academic practice form the structure of all EDA programs aligned with these professional standards. First, the pedagogical goals for you and all students in EDA include planned growth in your knowledge, performance, and dispositions, the constructs of our professional affiliation with ELCC. Second, a “knowledge” base of effective school leadership exists and is the foundation of what you as a potential school leader need to master to be effective in producing improved student learning outcomes. “Performance” is defined by ELCC as those proficiencies in subject, professional and pedagogical knowledge, skills, and dispositions that benefit student learning. “Performance” is also described as related to the quality of institutional practice, in addition to individual practice. “Dispositions” are defined as those values, commitments, and professional ethics that influence your behaviors toward students, families, colleagues, and communities and affect student learning. These principles include a heavy emphasis on pedagogy that is practice-related, problem- based, i.e., “field” related. In EDA courses you will be continually engaged in building your knowledge - knowledge that is based in research and applied to practice in real schools. Each class will offer 3 semester hours of graduate credit.

Thanks to the partnership between the University of Dayton and the Buckeye Association of School Administrators, a limited number of scholarship dollars are available for those cohort classes. Information will be provided the first session of EDA 733. Textbooks for this program will be provided free of charge.

RESOLUTION ADOPTING A CALAMITY DAY ALTERNATIVE MAKE-UP PLAN

WHEREAS, the ____________________ board of education desires that students have learning opportunities even when schools are closed for any of the reasons specified in section 3313.482 of the Ohio Revised Code; and

WHEREAS, section 3313.482 authorizes a board of education to adopt a resolution by August 1 of each year to provide online learning opportunities for students in lieu of attendance on such days of closure;

NOW THEREFORE BE IT, AND IT IS, HEREBY RESOLVED that the __________________ board of education hereby approves the following plan.

PLAN FOR ALTERNATIVE MAKE-UP OF CALAMITY DAYS Pursuant to Ohio Revised Code section 3313.482, the board of education of _______________________ hereby authorizes the following plan to allow students of the district to access and complete classroom lessons in order to fulfill up to a maximum of the number of hours that are the equivalent of three school days because of the closing of schools for any of the reasons specified in section 3313.482.

1) This plan is adopted, pursuant to approval of the board of education, prior to August 1.

2) This plan includes the written consent of the teachers’ employee representative as designated under division (B) of section 4117.04. Such consent is on file in the official file of the board of education and is hereby incorporated into this plan as if specifically rewritten. 3) Not later than November 1 of the 20__-20__ school year, each classroom teacher shall develop a sufficient number of lessons for each course taught by that teacher with such lessons requiring, in the judgment of the teacher, an amount of time equal to or greater than the number of hours that are the equivalent of three school days in such teacher’s class.

4) The teacher shall designate the order in which the lessons are to be posted on the district’s web portal or web site.

5) (Optional) Teachers will be granted one professional development day after the teacher’s principal or supervisor certifies that lessons equal to approximately the number of hours that are the equivalent of three school days have been posted.

6) Teachers will update or replace such lessons as necessary throughout the school year based on the instructional progress of students.

7) As soon as practicable after an announced school closure authorized under section 3313.482, the appropriate administrator may direct staff to make the designated lessons available on the district’s portal or site. Each lesson shall be posted for each course that was scheduled to meet on the day of the school closing.

8) Each student enrolled in a course for which a lesson is posted shall be granted a two-week period from the date of posting to complete the lesson. If the student does not complete the lesson within this time period, the student will receive an incomplete or failing grade unless a reason sufficient to the teacher is provided. 9) Students without access to a computer shall be permitted to complete the posted lessons at school after the reopening of school. Students utilizing this option will be granted two weeks from the date of reopening to complete such lessons. If the student does not complete the lesson within this time period, the student will receive an incomplete or failing grade unless a reason sufficient to the teacher is provided. The district will provide access to district computers before, during, or after the school day (provided that the equipment is available and accessible at those times) or may provide a substantially similar paper lesson in order for students to complete the assignments. 10) (Optional) The board of education hereby authorizes “blizzard bags,” which are paper copies of the lessons posted online. Teachers shall prepare paper copies approximating the content of the online lessons and shall update such paper copies when updating any of the online lessons. “Blizzard bags” shall be distributed to all students by not later than December 1 of the school year or such other date as may be selected by the superintendent. Students shall submit completed lessons to the teachers assigning such lessons not later than two weeks after the date of school closing for which the “blizzard bag” lessons are assigned.
