In this paper, we have expressed cautious skepticism towards the arguments of the Advisory Committee and its “progressive” interpretation of the obligations under the Framework Convention. An interpretation which runs counter to the clearly formulated will of States Parties and ignores a long tradition of national approaches to the minority issues may eventually do more harm than good to the interests of minorities, i.e. not only the interests of traditional national minorities, but also the interests of the new immigrant communities.
