On the Cover Fred started “fishing” with Brother Ross some time back, and when Brother passed away Fred adopted Gary. This is his seventh year on the Wanderer ! Around three years ago, he hooked up with the lovely and elegant Mrs. Fred, and they’ve produced several heirs. Fred’s an alpha gull, scrappy, and on occasion rather a hog, with a strong preference for herring with a side of donuts. Mrs. Fred is refined and dainty. During breeding season, they take turns feeding on the Wanderer , likely each carrying food back to their “peep” in the nest. Occasionally, all three will visit the boat at the same time, with the youngster being instructed as to the routine. (Photo courtesy of Fred Gull.) All submissions should include the author’s name and contact information. Without exception, the deadline for submission is noon on the 20th day of the month preceding publication. Submissions and ad copy may be mailed (P.O. Box 12), left at the Council office (247 South Rd.), or emailed ( chebeagueislandcouncil@gmail.com ) and sent as attachments (.doc; no pdfs) or included in the body of the text. Images and photographs should be sent in a .jpg, .jpeg, or .rtf format. Please do not use the old email address at island.calendar@chebeague.net, as this is an inactive account. As a courtesy and space permitting, island nonprofits are given up to a free half page each month to publish their news. Any such submissions exceeding a half page will be charged at the usual rate. All submissions become the property of the Chebeague Island Council, which reserves the right to edit them for length and clarity. Submissions that are not time sensitive may be held until there is sufficient space to publish them. Additional information about submissions is available at www.islandcalendar.weebly.com . Hooray!! Fall is here, and it is time for apple cider, raking leaves, cooler nights, and a quieter Island. Enjoy! As we prepare for the winter please think about your friends and neighbors for whom the cold weather and resulting heating bills are a very real challenge. The Council-sponsored Fuel Assistance Program needs your help. Please make donating to the Fuel Fund part of your “getting ready for winter” routine. Every little bit helps. We are all in this together.

The Recompense Fund Annual Report will be published in November. Please remember all donations will be matched by the Raymond Family Foundation in this second year of a four-year $250,000 grant. Recompense encourages our donors to first contribute to their favorite local charity. Island Commons Notes from the Hall

The Community Lunch on October 17 kicks off ourWednesday soup and Community Lunch program. Sponsored by an anonymous, but faithful supporter of the Hall, the lunch will probably feature Allyson’s chicken, which was such a hit last year, as well as vegetables from SecondWind Farm. (Thanks for the recipe,Allyson, and for the veggies, Chuck!) Our usual crew of amazing soup chefs will be back October 24, accompanied by this month’s guest soup chef Ursula King. Thank you, Ursula!!! We may not allow you to

leave for warmer climes in November. The question is who wants to be the next guest soup chef? And please remember that on Wednesdays, especially during Community Lunch, we could use a hand serving and cleaning up after all our hungry guests. The Hall’s annual meeting is October 18 at 5:30 p.m. at the Hall. Please fill out and turn in your proxy beforehand if you cannot attend in person. We are still hoping to fill a few slots on our board, so let us know if you are interested in serving!

Office Hours— We are open Monday and Thursday from 9:00 a.m. to 5:00 p.m. and from 9:00 a.m. to 4:00 p.m. on Friday. As always, if you need assistance at other times, please don’t hesitate to call (846-3148) and we will do our best to accommodate your needs. The office will be closed Monday October 8 in observance of Columbus Day. Tax Bills— Tax bills were mailed August 15. The 2019 tax rate is 16.50 per thousand dollars of valuation. This is an increase of less than 1% from the previous year. The first half of the tax bill was due September 28, 2018. Interest at 8% on unpaid bills began to accrue September 29, 2018. If you have any questions, please contact the Town Office. Recycling News— ecomaine continues to charge us for contaminated recycled materials that are sent to them. Contaminated items are basically garbage that gets in the wrong container. The last container we sent to ecomaine included 10+ full bags of trash, 50+ empty plastic bags, a humidifier, styrofoam, wood plaque, a plastic tarp, and a cushion. If you don’t know where to throw something, please ask the attendant or check the side of the recycling container for information. Since we do not want to be charged for contamination, please be diligent about what you place in the recycling container. Dog Licenses— Dog tags will be available October 15, 2018. Failure to license your dog before January 31, 2019, will result in an additional $25.00 late fee . New FEMA Flood Maps— The current Flood Insurance Rate Maps (FIRM) that are in effect and enforceable are from 1985.

After several years of studies throughout southern Maine, FEMA has issued new preliminary flood maps. Everyone should be aware of the considerable elevation and drastic zone changes in certain areas of the island from the current 1985 maps. Not only do the elevations appear to increase upward of sixteen (16’) feet, but the zone change from A Zone to V Zone is a huge factor in appeals, variances, and insurance rates. If the new maps are adopted and you own shorefront property, all new structures (with few exceptions) will need to be constructed at least one foot above the Base Flood Elevation. Additionally, if you currently have a structure that would now be within the flood zone based on elevation and you have a federal mortgage that requires flood insurance, there is a good chance your flood insurance will cost more. I am not an expert at interpreting the maps or what the individual result may be for your property. I’m simply trying to make folks aware that the new maps have been issued and the 90-day appeal period has started. Transfer Station Hours— T he Transfer Station is open Monday and Thursday morning from 9:00 to 11:00, Wednesday and Friday afternoon from 1:30 to 5:00, and Saturday and Sunday from 9:00 a.m. to 5:00 p.m. As always, the Transfer Station is closed on Tuesday. One Man’s Island by Bob Libby

Years ago, the Rec Center marked October with a scarecrow contest on Chebeague and we built a tall football-helmeted, white-jersey–wearing number 18 quarterback who was meant to replicate Peyton Manning, the recurring nemesis of the Patriots. Now we’re erecting another scarecrow in our new garden and struggling with which scary image to portray. Preliminary sketches favor a large pumpkin head coifed with cornsilk blond hair atop an overstuffed trash-bag body wearing a dark, extra-long business suit and an extra-long red tie. At the end of each extended arm is a really small garden glove. Yard art is a Maine tradition and Chebeague has its share of novel pieces. In spring the Maines’ Easter egg tree is a favorite, and the lobster buoy collection on Boisvert’s house always draws the eye of passing traffic. The great painted heron on the old oak stump at the top of Wharf Road has its admirers, and the granite blocks from stone sloop days give a perfect edge at the Historical Society Museum. For serious yard-art aficionados there is a giant monument to the history of satellite TV: the first cement dish erected in Bob Dyer’s yard almost fifty

years ago. Next time you drive by Roy Hill Road, check out the agriculture equipment display in front of Second Wind Farm. This is all preamble to the recognition of Chebeague’s pièce de résistance in the yard-art world: Tommy Calder’s fire truck. The 1963 LaFrance pumper truck found its way out to Chebeague a while ago after a distinguished career in the Portland Fire Department and was driven briefly on island and in at least one Fourth of July parade before its relegation to the field behind the Clam Shack. We have only encountered one other lawn- ornament fire truck in our travels. In West Newfield, about five miles from our Mountain Road farm, an ancient ladder truck from Cape Porpoise lounges in a yard on Route 110. October is the month that we who plan for the coming gardening year plant the bulbs, seeds, and shrubs we hope will appear and thrive after winter passes. We have learned from long experience that autumn is the best time to plant many specimens that will reward us for years to come. The tradition of the Recompense daffodils is a favorite reminder that spring will come again.

Marty’s Memories: Casco Bay at Night by Marty Trower

There’s something about taking chances, stepping out of a safe space. The next moment, or hour, could remain comfortable, familiar, or it could change you. For me, these opportunities came from others and I am ever grateful to them for showing me the way. I remember the earliest time this happened to me, and of course, it was on Chebeague. It began at the dining table at our cottage on Hamilton Beach, the same table I use now. I must have been about ten. My mother, father, and I were just finishing dinner; it was late and dark. I don’t know where my sister was. The images of my parents reflect in the dark windows that look out over the water. My mother and I are thinking about clearing the table to do the dishes, and my father will be going into the living room to sit in his usual chair by the round table at the window, to read. There comes a loud banging at the back kitchen door. I jump up and go to it to find the small, hunched form of a radiant Ginna Toohey. The Tooheys are our best friends, and we own a wooden cat boat together, the Islander . A huge sail bag is hoisted on her back, and she calls through the screen door, ”Have you seen the moon? Come on, let’s go for a sail!” My mother starts to protest—what about the dishes? My father is thinking he’d like to finish that magazine article he was reading. I am stunned and thrilled by this proposal and run out to look at the moon. It is big and white and all over the water. There is a light breeze that

I think will be enough to move our heavy boat. To my great surprise and joy, my parents agree to go! My best friend Maggie is with her mother, and we hop with excitement as we pull in the haul-off, untie the punt, and row to the Islander . The bulk of our sailboat looms off in the distance, sitting fat and sturdy at its mooring. We are loud at first with our excitement, all of us talking, but the grownups remind us that our voices carry far and loudly across the water. We are quiet now, but there is little other sound out there in the cove, just the splat of our oars in the silvery expanse of a high tide. The other boats at rest at their anchors swish slightly as we pass near them. We are overwhelmed. The Islander has a huge wooden mast with circles of thin wood around it that we use to attach the sail, hoisting it into the silent night. The sails are thick canvas and are usually a bit yellow. Tonight they gleamwith the white and happiness of a perfect smile. The mooring buoy splashes into the swelling water, and we ease off into the bay. The wind was light. We didn’t sail far. We didn’t say much. We didn’t stay out late. We just took a chance that we might see or feel something different, something outside ourselves, something that we would remember for a long time. I have never sailed in the moonlight since that night. How glad I am that our parents took that step out onto a limb and left us with such a lovely memory.

CHEBEAGUE TRANSPORTATION COMPANY What’s New at CTC? Winter Ferry Fares effective 10/1 CTC revised its ferry fee schedule in 2018. Several fees that were seasonal became year-round fees. The two exceptions are Child 20 ride tickets and Resident/Parking Permit 10 ride tickets. Effective 10/1 Child 20 ride ticket fares are re- duced to $24.00 and Resident/Parking Permit Holder 10 ride tickets fares are reduced to $37.00. Applications for annual parking permits will be mailed in late October to current permit holders. The application will also be posted on the “Parking Service” page on our website and can be picked up at our office after 11/1/2018. Each year we receive more applications for the Cousins Is- land Lot than available spaces. Applicants for the Cousins Lot may be asked to prove residency by providing a copy of a driver’s license and/or vehicle registration. The deadline for Cousins Island lot applications is November 24, 2018. Applications received after that date will be given a Route One permit. Please check the application and terms and conditions care- fully to ensure you will qualify for a Cousins Island permit before applying for one. Goodbye

With great regret we say goodbye to four of our deckhands! Collin Winkel joined the company in January 2016. Collin has been a dedicated employee who always showed great care following CTC policies and procedures. He has moved to Kennebunk to accept a full time posi- tion. Justin Winkel joined the company in June 2016 while still in high school. Justin has just entered his freshman year at college and we hope he will be back with us next summer. Justin showed a great deal of interest in our company and was anxious to understand all aspects of the job. Evan Winkel joined the company in July 2017. Evan was a great partici- pant in employee meet- ings, offering suggestions and insight into our oper- ations. Evan has moved to Kennebunk to accept a full time position . Trent Lloyd-Rees joined the company in March 2018. Trent is a senior at Maine Maritime Acade- my. Both our crew and customers agreed that he was a great addition to our team and we wish him much success in the future! Best wished to all!

The ecumenical celebration of his saint day falls during the week, so we’ll take some time following worship on Sunday October 7 to have a Blessing of the Animals. Weather permitting, we’ll gather on the lawn next to the sanctuary. Feel free to bring your leashed pets or animals that play well

with others (or a photo or two!), and we’ll offer blessings for our animal companions. Dinner for Guatemala Service Trip— We have several folks from CUMC and the

community who will be going to Guatemala for a service trip in February of 2019.We are raising funds to help them on their way! Save the date for Friday October 19 from 5:30 to 7:30 p.m. at the Hall. Cost is $20 per person, $8 for kids, $30 max for families. Support our island neighbors in service to our worldwide neighbors in Guatemala. Annual Meeting Saturday November 3— Our annual meeting is coming up on Saturday November 3 at 10:30 a.m. Our district superintendent, Rev. Jim McPhee, will be presiding. Everyone connected to CUMC is invited to attend to celebrate the accomplishments of the past year and to look ahead to where we are going in the future. The Gospel According to Mr. Rogers: Lessons from the Neighborhood— Join us for worship during the month of November as we’ll explore together the lessons many of us learned from Mr. Rogers and how they relate to a life of faith. Stay tuned as well for information about a screening of “Won’t You Be My Neighbor,” the

Fred Rogers documentary that was released earlier this year, as well as a book study. Food Pantry!— As you are preparing to leave the island and close up your seasonal home, please remember the food pantry! Donations of non-perishable items and

household supplies are accepted in the back room of the Parish House. Unopened perishable goods can be left in the Parish House refrigerator; please leave a note in the fridge (include the date items were left in the fridge). Frozen items can be left in our freezer in the back room. Again, please leave a note indicating the date items were left. Thank you for your support in eliminating food insecurity on Chebeague!
