Due to its importance to BPO operators, the Cost category has the highest weighting in the Index. Hence, the
top three scoring countries for this category rank as attractive locations overall within their respective categories.
They all score well in terms of labour productivity, lower rental payments and building costs.

The Index comprises the key high level factors that corporates consider when assessing the Risks associated
with their operations. As such, political, economic structure and energy security risks are analysed in addition to
corruption perceptions.
