MISSION STATEMENT
To provide a leadership role in municipal waste management through the application of
innovative and sustainable solutions that ensures environmental, economic, and social
benefits to the City of Surrey’s residents.
KEY PROGRAMS AND SERVICES
The Solid Waste Utility provides weekly residential curbside organic waste collection
with alternating bi-weekly garbage and recycling services via a fully-automated cart-
based collection system that is carried out using a Compressed Natural Gas (“CNG”)
waste collection fleet. Waste collection services are provided to approximately 102,500
single family households and 27,000 secondary suites. Additionally, 34,000
residences from apartment buildings are provided centralized recycling service while
approximately 50% of these households additionally receive weekly organic waste
collection services.
In addition to waste collection services, in 2017, Surrey will become the first
municipality in North America to operate a fully integrated waste management solution.
The City will process the organic waste it collects at curbside into a renewable natural
gas that will be used to fuel the fleet that collects this waste at curbside. The remaining
materials will be composted into a nutrient rich soil and fertilizer that will be used by
local food growers and landscapers creating a closed-loop system.
2016 ACCOMPLISHMENTS
Contributed to the development of the Bylaws Adjudication process which will be
leveraged by the City to hold accountable, illegal dumpers that are identified using
new infrared, motion-detection surveillance cameras at dumping hotspots
throughout the City.
Remodeled the City’s approach to
illegal dumping cleanup operations
resulting in an annual savings of
$400,000 per year;
Received Performance Bonus from
Multi Materials BC in the amount of
$128,000 for collecting above the
average volume of recyclable material
per household;
Finalized agreement with FortisBC to
sell and purchase biomethane produced
at the Biofuel Facility and received
approval from the British Columbia
Utility Commission; and
Delivered curbside waste collection
services to the City’s customers in 2016
with no utility rate increase from 2015.
