– recognition that end-users do not always understand what they need to do
– ensure consistency in HSE interventions
– ensure FSA 4 and 5 are fit for purpose
– ensure duty holders can act as an ‘Intelligent Customer’ when engaging with specialists in
the field.
• The guidance was commissioned by TSA and UKPIA – overfill protection systems have been
installed on many Buncefield in-scope tanks since the fires and explosions in 2005
• Engagement with InstMC Safety Panel essential
