OPERATING AND CIP

Debt Service

Payment of interest, and repayment of principal to holders of the City’s debt instruments.

Debt Service Fund

Used to account for the accumulation of resources for, and payment of, general long-term debt.

Deficit

1. the excess of an entity’s liabilities over its assets (see Fund Balance); or

2. the excess of expenditures or expenses over revenues during an accounting period

Encumbrance

Obligations in the form of purchase orders or contract commitments which are chargeable to an appropriation and for

which a part of the appropriation is reserved. Encumbrances are eliminated when paid or when a liability is recorded.

Carryforward encumbrances are obligations and appropriations which are transferred to the subsequent fiscal year.

Enterprise Fund

Fund used to account for government operations that are financed and operated in a manner similar to business en-

terprises. These programs are entirely or predominantly self-supporting. Examples of Enterprise Funds are those used

for sewer and water systems.

dustrial, municipal, and other facilities must obtain permits if their discharges go directly to surface waters

Expenditures

Fiscal Year

The twelve-month period beginning July 1st and ending the following June 30th.
