At the unmitigated stage, and particularly for large and complex sites, the likelihood is that the risk will be intolerable and
that further assessment will be required. In the case study site the unmitigated risk was several of orders of magnitude above
the intolerable threshold (as illustrated by individual compartments contributing more than 100% of the intolerable threshold
level of risk) and more detailed assessment of the potential impact on the environment from a range of MAS was required.
