Long Range Planning [207-5170]

DIVISION DESCRIPTION

Long Range or Advanced Planning is responsible for the development of City policies and ordinances to guide the

ongoing use of land within Morgan Hill. A key component of these policies is the General Plan which establishes a

long-term, 20 year vision for land uses and the related delivery of municipal services within Morgan Hill. This program

also includes maintenance of the City’s Zoning Code, special projects such as the Climate Action Plan, and the

establishment of environmental review thresholds. The long range planning program involves:

Monitoring and updating as necessary, the City's planning policy and implementing documents, such as the

General Plan, Specific Plans, and Zoning Ordinance

Ensuring consistency of the Zoning Ordinance and Zoning Map with the General Plan Land Use and Transportation

diagrams

Assisting decision-makers in identifying and evaluating future options for the growth and development of the

community

Undertaking major long range planning projects, including the development of an Agricultural Lands Preservation

Program, the Southeast Quadrant land use plan, the Habitat Conservation Plan, a Climate Action Plan, and the

Monterey/Watsonville Urban Services Area Adjustment

Participating in regional planning efforts as an advocate for Morgan Hill

The Long Range Planning Fund 207 supports a number of future planning projects, with their related revenue sources

and expenditure amounts. Chief among these projects in terms of importance, scope and cost is Morgan Hill 2035,

composed of a General Plan Update and other major policy planning, implementation, and environmental documents

described in more detail below. Long Range Planning also includes the ongoing Agricultural Lands Preservation

Program, development of a form-based Zoning Overlay for the Monterey Corridor, preparation of a Climate Action

Plan, support for the Economic Blueprint, coordination of the review of General Plan Amendment applications,

ongoing Boundary Adjustment projects, and associated staffing and services. For 2015, four specific focus areas were

recognized by the City Council that will require significant resources.

The Long Range Planning team consists of a dedicated Senior Planner, which is supported by the Leadership and the

Planning team, as well as consultants. The Long Range Planning team also supports the Current Planning program,

participating in the development of TRAKiT and managing the City's Planning and Building fee cost-recovery nexus

analysis.

FY 15-16 ACCOMPLISHMENTS

Completed fourth phase of the Morgan Hill 2035 Project, including preparation of the draft General Plan

document. This work included multiple levels of continued community engagement, including conduct of

Community Workshops, joint City Council/Planning Commission Study Sessions, Stakeholder meetings and General

Plan Advisory Committee meetings. The GPAC has conducted 23 meetings throughout the Update process

including 6 during the current fiscal year

Integration of a Climate Action Plan into the General Plan

Preparation of a draft update to the RDCS, including release of Framework, Public Review and multiple revised

Draft documents. Preparation included 7 Working Group meetings, 4 joint Planning Commission - City Council

sessions and 9 Planning Commission Workshops during this fiscal year
