THE AREA
The project is being developed in Clara, a town
located 80 km from the departmental capital;
and affects an extensive rural area consisting of
ten communities. These are villages outside urban
centres, very small in size (845 inhabitants in
total), with a scattered population, a low level of
infrastructure—they mostly don’t have drinking water
or electricity—, difficulties accessing secondary
education, illiteracy and situations of informal
employment and seasonal labourers. With regard
to the transfer possibilities, the access roads to these
villages are precarious, prone to flooding and the
public transport service only serves two of the ten
villages reviewed on a weekly basis.
