HOW TO TESTIFY BEFORE A LEGISLATIVE COMMITTEE

Many years ago, former BASA Director of Legislative Services Barney Dunnan compiled a

list of helpful suggestions for school leaders who may either volunteer or be invited to offer

testimony. The advice then has stood the test of time and is offered here as an aid to our

subscribers.

1.

Plan to arrive at least fifteen minutes early. Complete the registration form available in the hearing room. If you

can testify early, your effectiveness may increase.

2.

Prepare a written statement in clear, concise language. Be specific and illustrate the impact upon your school

district. Do not exceed three pages (plus charts, illustrations, articles, etc.).

3.

Bring enough copies of the statement for the entire committee and aides. You will be requested to share them at the

beginning of your testimony.

4.

Paraphrased testimony, examples, and narratives are effective. Committee members seem to enjoy actual “true to

life” experiences to reinforce your position.

5.

Protocol is important. Always address your remarks (and even responses to questions from committee members) to

the chair of the committee (i.e., “Mr./Madam Chairman”).

6. A three to five minute presentation is best (never more than ten minutes). Don’t talk it to death!

7.

Be prepared to answer the questions of the chair or members. The questions may stray from your prime focus.

Carry a copy of the bill for needed reference.

8.

If you don’t understand a question, request clarification. If you don’t know the answer, don’t “wing it.”

Legislators are very knowledgeable in their areas of specialty. Don’t lose credibility. Offer to research the

question, submit an answer later (even if by correspondence), and then follow up.

9. After your testimony, thank the committee members for their attention and concern.

10. Review:

Be on time. Be factual.

Be prepared. Be confident.

Be brief. Be in control of yourself.
