scales of conveyancing costs and of general solicitor
and client costs in respect of business, not being
business in any action or transacted in any Court,
but that the Committee had not yet arrived at a
decision and that the matter had been adjourned
for a fortnight.
Application under Section 18
AN application to the Chief Justice from an intending
apprentice under Section 18 for total exemption
from the Preliminary Examination of this Society
was considered on a
reference from the Chief
Justice.
The Council decided not to oppose the
application.
Application under Section 16
THE Council considered a report from the Court of
Examiners on an application under Section 16 by a
law clerk for liberty bto be bound under indentures
for three years only. The application was granted.

Agricultural Credit Bill, 1946
MR. JOHN S. O'CONNOR, T.D., reported to the
Council that he had been received with Mr. Quirke
and Mr. Barrett by Mr. Scan O'Grady, Parliamentary
Secretary to the Department of Finance, and that
representations had been made urging that certain
objectionable provisions in the Bill should be with–
drawn, particularly the section under which the
Agricultural Credit Corporation is to be empowered
to recover moneys due to the Corporation by sending
a certificate of the amount due under the seal of the
Corporation
to
the ^County Registrar, who will
then be entitled to levy execution without any Court
Order. Mr. O'Connor reported that the representa–
tions of the Deputation had not been successful in
obtaining any amendment in the Bill. The report
was noted and it was decided to take no further
action.
The members of the Deputation were
thanked for their services in the matter.
Approval Fees
THE following resolution was passed by the Council:
" That in the opinion of the Council no solicitor
should include in any conditions of sale or contract
for sale prepared by him any condition or clause
providing for the payment by the purchaser to the
vendor or his solicitor of a fee for the approval of
the draft conveyance, assignment or transfer, and
that the profession throughout the country be
requested to give effect to the resolution." A short
rticle on this subject is printed in this issue.

HIGH COURT RULES (No. 2), 1947.
WE, the Superior Courts Rules Committee con–
stituted pursuant to the provisions of Section 67
of the Courts of Justice Act, 1936, by virtue of the
powers conferred upon us by Section 36 of the
Courts of Justice Act, 1924, and Section 68 of the
Courts of Justice Act, 1936, and of all other powers
enabling us in. this behalf, do hereby make the
annexed Rules of Court.
