ARTICLE II.

TAXICABS

Sec. 67-31. Purpose.

[The purpose of this article is] to protect the public health, safety and welfare of the residents of the

town when using taxicab service and to promote the orderly development and maintenance of safe and reliable

privately operated taxicab transportation service in the town.

Sec. 67-32. Definitions.

[The following words, terms and phrases, when used in this article, shall have the meanings ascribed to

them in this section, except where the context clearly indicates a different meaning:]

Chief

means the chief of police of the town and his or her designee(s). The chief is responsible for the

administration of this chapter.

Driver

means any person driving a taxicab, either as an owner or under the direction, employment,

control, or service of the owner as herein defined.

Owner

means every person having control, whether by outright ownership, lease, or otherwise of any

taxicab for hire.

Operating permit

means the permit, issued by the chief of police or his or her designee, under which a

person may operate a passenger vehicle for hire.

Permit

means an operating permit and a driver's permit, as the context requires.

Person

includes both singular and plural, and means and includes any individual, firm, corporation,

association, partnership or society, exclusive of public agencies.

Taxicab

means and includes every vehicle driven or propelled by gasoline, electric motor or other

mechanical devices, other than motor buses operating along regular routes and schedules, or between fixed

termini, which shall be used for the purpose of carrying, transporting or conveying any person or persons from

one place to another, for which services a charge or fee is made. Any taxicab parked or traveling on the streets

of the town shall be subject to the provisions of this article.

Taxicab service

means any passenger transportation service, available for hire, on call or demand over

the public streets of the town where the service is not provided over a defined route but between such points and

over such routes, as may be directed by the passenger(s) or person(s) hiring same, and irrespective of whether

the operations extend beyond portions of the town.
