ICMARC Associate Handbook August 2016

MINORITY AND WOMEN VENDORS ICMA‑RC strives to retain Minority/Women Business Enterprises (M/WBEs) and believes that the promotion and utilization of M/WBEs is essential to our commitment to excellence. Just as our customers expect the best, ICMA‑RC expects the best from the businesses that provide its products and services. Today’s marketplace is so fast paced that young, small companies (in some cases economically disadvantaged) often do not have the resources to promote themselves as well as the more established corporations. They may, however, be able to provide better products and services. In an effort to make sure ICMA‑RC has a progressive and competitive free enterprise environment, the corporation makes an effort to identify M/WBEs with which to do business and encourages associates to assist in identifying such businesses. Definition of Minority/Women-Owned Business Enterprise A Minority Business Enterprise (MBE) as defined by ICMA‑RC is a business that is at least 51 percent owned or controlled by one or more members of a minority group, or at least 51 percent of the company’s stock is owned by one or more members of a minority group. Furthermore, one or more such individuals must control the management and daily business operations. Such persons may include, but are not limited to: American Indian or Alaska native; Asian; Black or African American; Hispanic or Latino; or Native Hawaiian or other Pacific Islander. A Woman-Owned Business Enterprise (WBE) as defined by ICMA‑RC, is a business enterprise that is: P P at least 51 percent owned by one or more women, or in the case of any publicly owned business, at least 51 percent of the stock is owned by one or more women; and P P the management and daily business operations of the business are controlled by one or more women. ICMA‑RC will continue to make an effort to identify opportunities to purchase goods and services from M/WBEs under this policy. ICMA‑RC also has established a directory of available M/WBEs to enhance the visibility and competitive viability of such enterprises as well as facilitate economic growth in the areas where we do business. ICMA‑RC will maintain this directory for inclusion in the bid and selection process as appropriate. This directory is generally updated on a quarterly basis.
