EXISTING RIVERFRONT CHARACTER AND HISTORY The downtown area riverfront in Shakopee is layered with natural areas, natural systems, modern human uses, and historic human cultural resources. The most prolific element of the riverfront is the Minnesota River which people follow, cross, and interact with regularly. Two bridges anchor the west end of the downtown riverfront area in Shakopee, one a historic and now pedestrian bridge, and the other a main vehicular thoroughfare for the city and region. The current Minnesota Valley State Trail passes beneath these bridges into Huber Park, where it sits in an area of lower elevation and sees regular flooding. The trail is manicured in this park, but views of the river could still be improved upon with more selective clearing along the riverfront at key locations. The trail continues to the east, around the out-of-commission marina and into denser, less maintained DNR-owned property. The trail is regularly underwater in this area, and when floodwaters recede, layers of sediment and silt are often left unattended. The vegetation in this floodplain is overgrown, and there is little for lighting that offers an element of safety for trail users. Though there is something to
