to make this important crossing more visually apparent and safe. It should be noted that improvements at this intersection would require coordination with Scott County. The historic Holmes Street Bridge is only accessible from the north side of Highway 101 west of the bridge entrance, or coming up the ADA ramp from the Levee Drive parking lot below the bridge. The historic bridge has recently been renovated at a great investment by the state, which has preserved the design significance of this unique truss bridge built in 1927. The bridge has been listed on the National Register of Historic Places since 2010, and is a rare steel bridge design type that has been identified by the community as a great asset that they want more access to and interaction with. This bridge is highly visible as one enters the City, but is lacking in access and amenities once a user is on the bridge. There is no vegetation, no seating, and no opportunities for shade. The Holmes Street tunnel connects the Levee Drive parking lot to “Bedrock Park” in downtown Shakopee. Bedrock Park facilitates the grade transition for pedestrians through ramps and stairs from the downtown street level to the parking lot level at Levee Drive. Pleasant features of Bedrock Park are naturally occurring bedrock outcroppings, and a beautifully decorated tunnel with a painted mural completed by members of the Shakopee Mdewakanton Sioux Community. However, this tunnel is not welcomingly lit at night and is hard to find. Its access is confusing and hard to understand due to the Holmes Street right turn-off from Highway 101. Overall, the park has nice existing facilities that the community enjoys and serves some events that are hosted there, but there is opportunity for improvements for greater events. Connectivity to the surrounding context is confusing and hard to navigate for new park or trail users, and there is little to incentivize visitors of Shakopee’s Downtown core to enter and explore Huber Park.
