MAINTENANCE + OPERATIONS OVERVIEW To demonstrate how the Public Works Division and Parks and Recreation Departments operate it is important to understand the entire system of responsibilities that both Departments share and are responsible for to make parks and recreation facilities and services a success. The following outlines what these two Departments are responsible for and what they manage now in comparison to best practices across the United States. The regional comparison is part of the Benchmark Analysis section of this master plan report.

The full maintenance and operations report can be found in Appendix A. The following key recommendations were provided by the consultant team following a detailed investigation and analysis of the maintenance and operations work completed by Shakopee. The analysis closely evaluated the current staffing levels for both Public Works Parks Maintenance Staff and Parks and Recreation Staff. This is critical to ensure sufficient resources are given to achieve the community’s high expectations for the park system. The consultant team evaluated the existing Governance Model for the City of Shakopee Parks and Recreation Department. Currently the Public Works- Parks Division is managed by public works and the Recreation and Parks Division is a standalone department.
