Agency Overview:

2013 - 2014 Summary: Riverside County offers opportunities across the economic spectrum, where the Economic Development Agency (EDA) seeks to enhance these opportunities by delivering projects and services in a cost-effective and efficient manner. Some of these, like the Riverside County Fair & National Date Festival, are more visible, while others are less visible, but no less important. Whether seen or unseen, the employees of EDA work together with the private sector, other County departments and outside agencies to help Riverside County, its citizens and its businesses succeed. You will see examples of this throughout the Annual Report. Fiscal Year 2013-2014 could be described as a major turn around the economic corner. Although Riverside County’s unemployment rate (about 8 percent by the fiscal year’s end) is still about two percent higher than the national average, we have come a long way since the 15 percent experienced in the depths of the Great Recession in 2010. Job creation is central to our economic recovery.

The median price of a home rose 7.8 percent during the fiscal year to $321,840, and there has been a big drop in residents who are “under water” on their mortgages. The percentage of distressed home sales has been cut in half. Housing statistics in the Inland Empire were up 38 percent in 2013 compared with 2012. The Inland area has also seen 6.5 million square feet in net industrial absorption in the second quarter of 2014, the most since the first quarter of 2006. We are seeing numerous bright spots, thanks to the hard work of our businesses, citizens, and local governments. But many challenges lie ahead as we try to maintain our business-friendly climate that will bring steady growth and economic prosperity to Riverside County and our citizens. The following are a few examples from Fiscal Year 2013-2014 of how EDA is working together with our partners to help our citizens and businesses address these challenges.

• Project Management – Thirty-one capital projects were completed representing $107 million investment, and 42 projects were under construction at year’s end, valued at $89 million; 148 projects valued at $459 million are in design. • Economic Development – Team Riverside County (TRC) is a collaborative partnership between EDA, the 28 cities, and several Economic Development Corporations. TRC’s main objectives are to promote the County’s business opportunities to national and international markets and develop effective networks within industry sectors. EDA continued development of the strike force of development- related departments as part of the County’s effort to become the most business-friendly county in the state. • Business Intelligence (BI) is the research and GIS unit of EDA. A total of 202 research and mapping requests were processed, and Construction Permit & Valuation Reports were prepared in collaboration with the Building and Safety Departments of the 28 cities.

• The Office of Foreign Trade took a national lead in support of the Transatlantic Trade Treaty between the U.S. and European Union. The County now has 5 projects under the “EB-5” Program representing over $100 million in direct foreign investment. • The Film and Television Office was formed in October 2013 with the vision of providing a single resource to the film community to find filming locations and apply for permits within Riverside County. A revised film ordinance was approved by the Board of Supervisors. • The Office of Military & Defense Services was established in March 2014 to support military personnel in general, grow the County’s defense industry, support our military installations at March Air Reserve Base and Naval Surface Warfare Center, Corona and oppose base realignment and closure. • The Real Estate Division completed the acquisition of $50 million in real estate and had approximately 470 leases under management representing 5.5 million square feet of space.

• The Workforce Division assisted 1200 businesses with hiring qualified candidates to meet their workforce needs. • The Housing Authority manages multiple ongoing programs to provide permanent housing for the homeless and those suffering from AIDS, secures vouchers for housing for homeless veterans, assist low-income households with security deposits, and assist families in becoming economically independent. • The EDA Community Services Division and its sub-recipients expedited $6.8 million in HUD funding benefitting low- and very low-income persons in Riverside County. County-wide, 844,384 households and businesses received services funded through the Community Development Block Grant and Emergency Solutions Grant programs. • Admissions revenue from the Riverside County Fair & National Date Festival for 2014 increased to $1.13 million, and gate attendance was over 294,000. • Marketing – Facilitated more than 35 events, including the fourth annual State of the County meeting with over 550 attendees.

• Riverside County Library System – Logged over 4 million visitors and 650,000 computer sessions across the network of 35 libraries and 2 bookmobiles. • Edward-Dean Museum & Gardens – Volunteers from the Museum and Gardens gave free educational tours to over 400 students. Summer camps for kids have been added this year. • Facilities Management – Maintained over 7.5 million square feet of diverse county-owned facilities. • Internal Support Services – Managed a total budget of $436 million. • Aviation Division – Oversees operation of five regional airports serving Riverside County business, and serves as host of the air show held at the Jacqueline Cochran Regional Airport or the Hemet-Ryan Airport in alternating years. As you scan through or read the remainder of this annual report, consider the barriers that have been overcome to maintain and increase Riverside County’s economic momentum. You will get a sense of EDA’s role in that progress for 2013-2014 and our commitment to continue. 3

Project Management Office

Project Management Office project managers oversee projects from inception through construction. Services include the following: Project Development, Project Management, Environmental Compliance, Facility Enhancements and Restorations, Design Development, Bid and Award, Construction Management, Plan Check and Construction Inspection. A June 2014 project status snapshot showed 148 projects in design valued at $459,211,092; 42 projects under construction valued at $89,602,954; and 135 projects completed in FY 13/14 at a value of $109,552,907. One Successor Agency project under construction is valued at $700,000; four Successor Agency projects have been completed at a value of $66,570,758.

ACCOMPLISHMENTS The Project Management Office (PMO) works with the Dynamics Project Module for project tracking and reporting purposes. The Dynamics Project Module has over 668 PMO projects which include 190 active projects that are in programming, design or construction. ENVIRONMENTAL PLANNING AND COMPLIANCE UNIT The Environmental Planning and Compliance Unit provides and coordinates environmental services for all capital and non-capital improvement projects delivered through EDA.  This includes plan check and inspections for compliance with the National Pollution Discharge Elimination System (NPDES) during design, construction and operation of county owned buildings. Environmental oversight is also provided for land acquisitions and development, which includes, but is not limited to, the following: California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), the Clean Water Act, both the state and federal Endangered Species Acts, and California’s Porter-Cologne Water Quality Control Act. The unit also manages permit compliance with Air Quality Management District (AQMD) and the Department of Environmental Health (DEH) to help ensure clean, efficient operation of public buildings. HIGHLIGHTS • On-going CEQA and/or NEPA compliance and support for the East County Detention Center, grants for public safety projects, Business Intelligence Division projects, Real Estate Division projects and other future revenue building projects.  • Obtained State Water Board closure on two former leaking underground storage tank sites. • Ongoing remediation of contamination from former leaking underground storage tanks at county-owned sites.

• Successful completion of CEQA process and mitigation implementation for East County Detention Center, Van Horn Youth Education & Treatment Center; as well as the Southwest Justice Center Expansion Project. • On-going inspections and compliance oversight for NPDES requirements at Mead Valley Community Center, Riverside County Regional Medical Center Education Building, Perris Valley Aquatic Center, Glen Oaks Fire Station and East County Detention Center. • On-going Inspections of operating county owned facilities for maintenance of stormwater control systems required by the State Water Board permits and NPDES. • On-going management and tracking of hundreds of AQMD and DEH permits including development and updating of Business Emergency Plans (BEP). The jurisdictional department of EDA consists of the permitting process, plan check and inspections for all county owned or leased facilities. Currently the division has 32 active projects and 30 projects under design or in plan check soon to start. This department issues all Certification of Occupancy and Completion Compliance documents required for building and/ or site construction upon completion. All completed construction documents are scanned, saved and archived in to county records. HIGHLIGHTS Last year 48 projects were completed for various county departments including Parks, Waste Management, Fire, Aviation, PSEC and Housing Authority. Film & Television Office

HIGHLIGHTS The Riverside County Film & Television Office was formed in October of 2013 with the vision of providing a single resource to the film community to find locations and apply for permits within Riverside County. After a yearlong review, our Board of Supervisors unanimously approved a revised film ordinance which included waiving of permit fees and Transient Occupancy Taxes, offering free use of county owned properties up to 10 days, and no longer requiring a business license to film in unincorporated areas of Riverside County. We believe our one stop office and inviting incentives are a significant step to attracting film and television production, and strengthening our local economy. Statistics Since forming our film office in October, 2013, 96 permits were issued in unincorporated areas of Riverside County. This a 31 percent increase over the same time period in the previous year. In 2012, the Inland Empire Film Commission reported that the film economic impact in Riverside County was $13,592,500. In 2013, they reported the economic impact rose to $15,576, 300. This was an increase of almost $2,000,000 or 15%. The 2014 calendar year will be the first full year the new Riverside County film ordinances will have been in place.

Established in March of 2009 by the Board of Supervisors, the Office of Foreign Trade (OFT) has already made significant contributions to our business community and stands ready to assist businesses in exporting products, goods and services to nations around the globe. It assists business owners, corporate officers, investors and entrepreneurs with export and import assistance with the objective of creating new jobs and investment within the county. Office of Foreign Trade

Established Diplomatic Trade Relationships The County of Riverside has trade relations with 70 countries. In China alone, the County has relationships with eight provinces.

Trade Agreements This year the Riverside County Office of Foreign Trade successfully took a national lead in support of the Transatlantic Trade Treaty between the U.S. and the European Union. In addition, the OFT took the initiative to gather support for the Transatlantic Trade Treaty from the over 3000 county members of the National Association of Counties (NACO). In partnership with the European Union, the County hosted a celebration of this support in Riverside County.

Foreign Trade Zones Riverside County expanded three of four Foreign Trade Zones (FTZ): • Northwest Riverside County • Eastern Riverside County (Palm Springs) • Southwest Riverside County • Western Riverside County (Part of the Los Angeles FTZ) • A 5th FTZ is in the approval process for 4 Winds Tribal Coalition in 2014 sponsored by OFT Partnership Agreements The Riverside County Office of Foreign Trade established a formal partnership with the U.S. Trade and Development Agency that will help develop ties with emerging nations. The Office of Foreign Trade also partnered with Export-Import Bank of the United States which offers business assistance in securing financing for exports through the bank.

Riverside County College of Foreign Trade Riverside County, in partnership with The Small Business Administration and the Department of Commerce, provided the Export Training Assistance Program (ETAP), a series of free seminars. Over 200 manufacturers, service providers, economic development professionals, and elected officials took part in the seminars this past year. The purpose of the College of Foreign Trade is to provide training, a path to connect with agencies that provide foreign trade services, connect companies with new potential overseas markets, and promote the economic advantages of expanding foreign trade efforts.

Awards Riverside County EDA/ Office of Foreign Trade (OFT) received International, national, state, and regional recognition winning several awards this year. Internationally the OFT received the European Union President’s Recognition Award, the Republic of Croatia Foreign Service Award, the Canada California Business Council Canadian Order of Merit Award and the Vancouver Canada Mayor’s Recognition Award. Nationally the OFT was given the United States Small Business Association International Trade Merit Award and has been nominated for the Harvard Kennedy School Ash Center- Democratic Governance Innovation Award. The OFT garnered state and regional recognition receiving the “Award of Merit” from the California Association for Local Economic Development for “Innovation in Economic Development” and the “Red Tape to Red Carpet” award from the Inland Empire Economic Development Partnership.

Immigrant Investor EB-5 Regional Centers Thanks to the investments made possible by the “EB-5” Program, Riverside County now has five projects that when completed, will represent over $100 million in direct foreign investment and will create a minimum of 250 jobs county-wide. Among these various projects is a new apartment building in the City of Riverside, a shopping center in Jurupa, and three state- of-the-art senior care centers located throughout the county; in Moreno Valley, Murrieta and Indio. In addition to those already in progress, as many as 7-8 projects may also be introduced in Riverside County this year alone, pending the project approvals by the United States Citizenship and Immigration Services (USCIS).

Office of Military & Defense Services

Highlights:

The Office of Military & Defense Services was established by the Board of Supervisors in March 2014 and the office was assigned to EDA by the County Executive Officer in April 2014. The Commissioner of Foreign Trade shall serve as Commissioner of the Office of Military & Defense Services and be responsible for the daily operations of the office and staff and for the implementation of the Board of Supervisors’ and Executive Offices’ policies and directives. The Mission of the Office of Military & Defense Services Includes: • Oppose Base Realignment and Closure • Support our Military Installations at March Air Reserve Base and Naval Surface Warfare Center, Corona • Support our 950 Department of Defense Contractors • Support Military Realignment to our Local Bases • Support Military Personnel • Support Technology Transfer from our Navy to our Business Community • Support and grow our $5 Billion Defense Industry • Support our branches of the Armed Forces, Guard, Reserves and Active Duty • Seek Federal, State and Regional support for our Military • Official Military and Defense Representatives of the County • Support and Assist Governor’s Military Council

Helping Facilitate Technology Transfer The Office of Military & Defense Services, in cooperation with the Naval Surface Warfare Center in Corona, has already helped facilitate on April 16, 2014, the Navy’s signing of its first Technology Transfer Agreement with Norco based American Technical Services (ATS).  ATS is a privately owned technology firm.  These kinds of public private technology transfer agreements mean jobs and capital investment in our county. Navy Recognition Awards The Office of Military & Defense Services has received the United States Navy Commanding Officers Commendation from the Naval Surface Warfare Center and the Southwest United States Defense Alliance Award.

Administrative Services

Human Resources

The EDA / Human Resources team strives to provide exceptional customer service to approximately 754 permanent and 112 temporary employees while achieving compliance with departmental and County policies pertaining to hiring practices, benefit administration, employee leave management, staff development and training, safety, employee relations and employee performance. Highlights: Employee Performance: • Processed 621 employee evaluations and achieved an increase of 21% in employee evaluation compliance with a current compliance rate of 81%. • Achieved 100% compliance with completion of Performance Recognition Plan evaluations and provided in-house training to all staff in the Management Recognition Plan. Safety and Training : • Processed 251 travel/training requests in compliance with Board Policy D1-Reimbursement for General Travel and Board Policy C7-Reimbursement for Employee Training. • Reported Workers’ Compensation claims dropped by 44% from last year. • Completed 14 Ergonomic assessments and assisted with 8 County Safety Office Inspections. • Coordinated the mandatory annual health screenings for Custodial and Maintenance staff assigned to the hospital and mental health facility. Recruitments and Employee Processing: • Coordinated 78 Recruitments, resulting in 44 Hires and 42 Promotions. • Processed 66 Separations. • Coordinated requests for 234 TAP employees, 7 Student Interns, 137 Contractors, and 21 Volunteers. Safety/Leave Management: • Managed 134 Leave Requests in compliance with FMLA/CFRA/PDL and/or County leave policies. • Processed 23 Return-to-Work Accommodations. Projects: • Achieved 100% compliance with the following: • Annual Commuter Survey • Annual filing of Statement of Economic Interest-Form 700 • OSHA mandated training for the Globally Harmonized System (GHS) of Classification and Labeling of Chemicals.

Finance Division

EDA Purchasing and Supply Services Division

The Finance Division promotes and encourages the collaboration of all employees in order to provide outstanding service to users at all levels and to achieve accuracy and efficiency in all transactions to protect the financial and capital assets of the Agency and the County. Managed a total budget of $435,940,985. Key Accomplishments • Accounting processed a total of 54,479 vouchers totaling $155,011,067. • Extensive project costing configuration, documentation, and implementation for CPD. • Successfully transitioned all FM divisions in using CRM for creating purchase requisitions. • Successfully transitioned all FM divisions in using SharePoint for invoice approvals. • Successfully developed and deployed the CRM Custodial and Maintenance monthly billings. • Transitioned Riverside County Information Technology utility invoices for payment through EnergyCap. • Transitioned RCRMC utility invoices for payment through EnergyCap. The Purchasing and Supply Services provides purchasing activities for EDA. The staff supports Project Managers, Facilities Management, CSAs, Workforce Development, Cultural Services and Aviation. They assist staff with purchasing policy requirements and issuing quality agreements. EDA Purchasing activities include developing contracts, requests for proposal/quotations and purchase order issuance. Business Intelligence Business Intelligence (BI) is the research and GIS unit of the Riverside County Economic Development Agency (EDA). It maintains and updates the statistical reports posted on the Demographics page of the EDA website and supports the data and mapping needs of the various divisions that comprise EDA. BI responds to custom research and technical assistance requests from data users in general, such as business, education, nonprofits, and government. It is also active in a number of collaborative partnerships, such as the Construction Permit & Valuation Reports. These reports track monthly and year-to-date building permit activity in Riverside County. Publishing these reports would not be possible without the collaboration of the Building and Safety Departments of the 28 cities in the county and the County of Riverside Building and Safety Department. Business Intelligence plays a vital role in the information infrastructure of EDA and informs planning, policy, grant writing, decision-making, and reporting.

Customer Service One Stop Shop

For data users, a single point of contact for the dissemination of information is generally preferred and efficient. EDA staff has expertise in research and GIS mapping services. Services include: • Data Collection and Analysis • Date Dissemination • GIS Analysis and Mapping • Technical Assistance

State Data Center The State Data Center is a partnership between the U.S. Census Bureau and the California Department of Finance Demographic Research Unit that disseminates census data and provides technical assistance to data users. Maintenance Unit

The EDA / FM maintenance division is a skilled team committed to providing professional and comprehensive facilities maintenance services in the areas of: customer and energy services, HVAC, plumbing, electrical, carpentry, construction, and landscape. The division provides a turn-key facilities management maintenance service-package in over 7.5 million square feet of diverse county-owned facilities, spanning Riverside County’s 7,200 square miles. We provide services for detention facilities, medical center and health clinics, administrative buildings, courthouses, law enforcement buildings, and libraries. Our team is dedicated to delivering safe, comfortable, reliable, efficiently operated and aesthetically pleasing buildings for all county employees and general public.

The preventative maintenance program is performed monthly within all county-owned facilities, including: • Thermal Energy Storage and Co-Generation Systems • Plumbing Systems ( Waste/Supply-water infrastructure) • Circulating pumping (Chilled/Hot/Domestic/Irrigation Systems) • Building Envelope and Fire Life Safety Systems • Landscape Hardscape and Irrigation • Exterior/Interior Lighting Systems • Indoor Air Quality/Regulatory and Compliance • HVAC Systems (Central Plant, DX, Air/Water Cooled) • Electrical Systems (Emergency Generators and Switchgear, Power Supply Infrastructure) • Building Automation and Energy Management Systems • Elevator and Conveyance Systems

Custodial Services Division

The Custodial Services Division (CSD) has the largest number of staff in the Department of Facilities Management with 175 allocated full time positions and 25 Temporary Assignment Program (TAP) employees. CSD provides the labor, supplies, and equipment necessary to maintain all County Facilities in a clean, safe, and sanitary condition in compliance with State, County, and Division standards and methods. CSD also handles Pest Control issues for the County. The CSD provides quality, reliable, and sustainable levels of custodial service by tailoring services to meet each customer’s budgetary concerns while maintaining appropriate health and safety standards. Our main objective is to provide superior customer service through reduced cleaning costs, using green standards, and increased levels of cleanliness.

• The CSD continues to utilize a county-wide route/team cleaning strategy which reduces overall costs to our customers by approximately 28% while maintaining health and safety standards. • The CSD East County managed custodial services for the highly successful Riverside County Fair & National Date Festival, using mostly custodial TAP employees, for the fourth consecutive year. • CSD continues to utilize the “Recycle/Reuse/Reduce Program” to provide savings for the County and our customers. • The CSD East County provided emergency interim services for the Riverside County District Attorney when they relocated to a leased facility without in place janitorial services during a major East County relocation/construction effort.

• CSD West County provides emergency services for the Riverside County Coroner after a major security clearance delay with an awarded Contractor. • The Riverside County Medical Center Mental Health Intake Facility received a “Grade A” rating for sanitary cleanliness during multiple 2013 State Inspections. • CSD evaluates a county-wide supply requisition process with hundreds of cleaning products to determine which provides the safest, quality, and green standards for the best price.

Economic Development for Riverside County is a collaborative partnership between the County’s Economic Development Agency (EDA), its 28 cities, and several regional Economic Development Corporations for the purposes of implementing business attraction and retention programs. The partnership is called Team Riverside County (TRC). Collaboration and leveraging financial and human resources are the cornerstone principles guiding the program. TRC’s main objectives are to promote Riverside County’s business opportunities to national and international markets, develop effective networks within industry sectors, and lead generation.

Business Financing The Economic Development Agency can help facilitate financing for businesses through a variety of programs including: • Small Business Administration Loans • Industrial Development Bond Financing for Manufacturers • EB-5 Foreign Direct Investment • Venture Capital • Recycling Market Development Zone Loans Recycling Market Development Zone The Division partnered with CalRecycle to expand and redesignate Riverside County as a recycling zone which allows manufacturers who use recycled products or reduce waste to take advantage of a low-interest loan program for a variety of uses. The new zone includes 25 of the county’s 28 cities (up from eight) and all county unincorporated areas. Fast Track As part of its ongoing effort to become the most business- friendly county in the state, the County of Riverside instituted a strike force of development-related departments to begin a process improvement program designed to assist businesses engaged in the County’s land use and permitting processes. The effort has already yielded results with America’s Tire Company completing its development review process in 79 days and completion of construction on schedule. In fiscal year 2013-14, EDA launched 11 new industrial and commercial Fast Track projects delivering the following economic impacts: • 711 full-time permanent jobs • 2,985 construction jobs • $4.3 billion capital investment

Innovation & Technology The Economic Development Division partnered with the University of California, Riverside and the Port of Los Angeles to apply for and received an Innovation Hub designation from the Governor’s Office of Business and Economic Development for the Inland SoCal Link iHub. The designation recognizes the County’s unique link with the Port of Los Angeles designed to stimulate economic development in the Inland Southern California region with international businesses. The main focus of the iHub will be to further stimulate growth of the advanced manufacturing and logistics sectors in the international marketplace. The Inland SoCal Link iHub exhibited at the Inland Empire Manufacturer’s Summit in February 2014 debuting the iHub’s new look and partners. New promotional materials for the iHub were produced to market the program. Riverside County Economic Update E-Newsletter The Division launched the Economic Update e-newsletter which will provide monthly communication about exciting new developments in Riverside County. Tradeshows and Special Events The Economic Development Agency promoted Riverside County to more than 60,000 business decision makers at the following key venues: • Medical Design & Manufacturing in Anaheim, California • International Council of Shopping Centers in Las Vegas, Nevada • Industrial Asset Management Council Forum in Salt Lake City, Utah • Meet the Consultants Forum in Carlsbad, California • Inland Empire Manufacturing Summit, Ontario, California

Business Seminar Series Assisting business in accessing the myriad of services available to them is a key principle of the division’s goals and objectives. Economic Development launched its business seminar series by partnering with the State of California Board of Equalization to deliver topical seminars on Sales and Use Tax compliance. The first seminar in Murrieta attracted over forty business owners who learned about basic Sales and Use Tax rules and regulations. Upcoming seminars will focus on assisting food and beverage businesses better understand State guidelines. Strategic Planning Initiatives U. S. Economic Development Administration Comprehensive Economic Development Strategy (CEDS) Annual Update EDA is the entity responsible for creating and updating the CEDS on behalf of the County for USEDA. The CEDS is used to identify economic development strategies and priorities, along with various projects that would support those efforts. The CEDS must be approved by a local committee which is the Workforce Development Board Executive Committee. The CEDS must then be approved by USEDA and it lasts for a five-year period. EDA’s CEDS was approved in July 2011 and updated in 2013 and 2014. The CEDS document must be approved before the County can apply for USEDA grants. Many cities and non-profit entities rely on EDA’s CEDS in order to apply for grant funding. In fiscal year 2013-14, EDA and the Coachella Valley Economic Partnership received a $200,000 planning grant from the U.S. Department

of Commerce as part of the Investing in Manufacturing Communities Partnership program. Additionally, EDA’s support helped facilitate the Coachella Valley Economic Partnership’s receipt of an almost $800,000 grant for the development of its Accelerator Campus in Palm Springs. Economic Development Strategic Action Plan In 2013-14, EDA completed its draft Economic Development Strategic Action Plan to guide its Economic Development efforts. The draft plan lays the foundation for a comprehensive Strategic Plan which will provide an in- depth analysis of the County’s assets and economic regions in order to enhance the County’s economic development efforts with its partners. Strategic Partnerships & Organizational Leadership Riverside County’s involvement has forged critical partnerships with internal and external partners that allow it to be on the forefront of economic development activity at the state and local level. Involvement in these organizations yields tremendous benefit to the county in the form of lead generation, policy formulation, and capacity building. Because of its expertise in Economic Development, EDA is frequently sought to participate in strategy development and planning with a number of statewide and local organizations. EDA’s Real Estate Division handles an array of full-service public real estate transactions for and throughout the County of Riverside. The Division pursues the acquisition and disposition of real property, which may include site analysis, environmental analysis, negotiations, contract formation, relocation, title, and escrow services. The Division is also responsible for managing the allocation of space to various Departments for County owned facilities which encompass approximately 10 million square feet of owned assets. The Real Estate Division also provides professional leasing, related lease administration and propertymanagement services. The Division manages a lease portfolio of approximately 5.5 million square feet of County leased space which includes the management of approximately 470 lease agreements. The Division supports a wide range of County services and need-driven projects, including the acquisition and leasing for Administration, Alternative Energy, Aviation, Conservation, Communication, Economic Development, Housing, Information Technology, Parks, Public Safety, Public Health and Transportation projects.

• Completed the acquisition of real estate valued at over $50 million. • Managed a lease portfolio of approximately 470 leases totaling over 5.5 million square feet of leased space. • Engaged in the elimination and wind-down of the former County of Riverside Redevelopment Agency (RDA) as well as the disposition and transfer of all RDA owned assets. • Coordinated the completion of 3,608 property management requests for service in County-occupied leased facilities. • Completed the right-of-way acquisitions for Transportation Department projects valued at over $5.7 million for Transportation Department projects including: Clay Street Grade Separation, Newport/I-215 Interchange, Jefferson/I-10 Interchange, Fred Waring Street Improvement, and numerous sidewalk and traffic signal improvement projects throughout the County. • Completed the acquisition of over 1,215 acres of land for the Regional Conservation Authority and for conservation open space and habitat purposes.

• Pursued the multiple relocations necessary to clear the project site for the new East County Detention Center (ECDC). The ECDC Project will provide 1,626 new detention beds to Eastern Riverside County with a total project budget of over $267 million. • Obtained Board approval for construction of the new 90,363 square foot County Law Building to be constructed on 5.6 acres at the corner of Highway 111 and Jackson Street in the City of Indio. This new $45 million office project, which is now under construction, will provide space for the District Attorney, Public Defender, County Counsel and Law Library in the East County Region. • Completed the acquisition of an existing 145,000 square foot office facility located in Downtown Riverside for use and consolidation of the Riverside County Information Technology Department. The new Riverside County Innovation Center will enhance services and operational efficiency for this important County function andDepartment.

The Space Management Office is responsible for maintaining all County owned facilities architectural plans and related data as well as performing physical space verifications of County owned or used space. Space Management is also involved in office relocation projects for both internal and external departments/ divisions. It is a requirement of the Space Management Office to provide meaningful data analysis and modeling of existing and project space needs, conduct on-going facility audits with the objective of physically verifying all spaces annually, develop space management policies and best practices and establish long term planning for growth County-wide. Space Management Office – Real Estate Division

Highlights

• Completed the acquisition of a modern state-of-the- art 23,000 square foot Data Center as part of the overall Riverside County Information Technology Department consolidation effort. This facility will enhance services provided by the Department to both internal and external customers. • Obtained the initial Board approval for the acquisition of a 163,000 square foot office facility located on 14 acres of land in Riverside and for consolidation of the Mental Health Department. This $33 million dollar acquisition will provide a modern and efficient campus environment and save the Department approximately $1.8 million dollars in annual lease payments. • Completed a 50,000 square foot office lease build to suit project for the Department of Public Social Services in Perris. The facility will provide space for the Department’s Self Sufficiency Division and will consolidate operations from other locations in the region. This modern state-of- the-art facility is now open for business and serving the community.

• Continued archival of County owned building plans and related data. • Completed multiple conceptual drawings and layouts for various projects and/or departments. • Continued to update site plans for County owned buildings and campus environments that contain multiple facilities and/or users. • Assisted in relocation projects for both internal and external departments/divisions. • Management of a badge access system that functions for multiple County owned facilities. • Key contact/representative for all requests dealing with phones and Riverside County Information Technology Department equipment.
