The Chebeague Island Community Center is the home of the Chebeague Island Hall, Library, and Council. The oldest portion was built on the site of the Golden Cross Hall, which burned in 1927. Originally a private club, the Chebeague Hall Company agreed to change its status to a nonprofit in 1977 and become part of the new Community Center. Barton Curit donated the adjacent lot for future expansion. In the early 1980s, the first public fundraising effort of its kind on the island secured money for the initial improvements to the building, including hot water and indoor toilets. The long-dreamed-of Library and Council additions were finally realized in 1990. This much used building has worn many hats, including serving as an Army barracks during World War II, and is arguably the heart of community life. - --Information provided by Sylvia Ross

About the Calendar

The Calendar is published monthly by the Chebeague Island Council, a 501(c) (3) nonprofit organization registered in Maine, as part of its mission of community service. Available on-line at Chebeague Island News ( www.chebeague.org ) or www.islandcalendar.weebly.com and mailed to every occupied residence on the island, for a small additional fee, it can also be delivered by first-class mail to Island Council members who are off island at the time of publication. The Calendar welcomes submissions from its readers, including letters and thank you notes, but it cannot publish anything that is political in nature, libelous, or obscene. All submissions should include the author’s name and contact information. Without exception, the deadline for submission is noon on the 20 th day of the month preceding publication. Submissions may be mailed (P.O. Box 12), left at the Council office (247 South Road), or emailed ( chebegueislandcouncil@gmail.com ) and sent as attachments (.pdf, .doc or .rtf) or included in the body of the text. Images and photographs should be sent in a .tif, .psd, .ai, .pdf, .eps, .jpg, .jpeg, .png, or .gif format. As a courtesy and space permitting, island nonprofits are given a free half page each month to publish their news. Any submissions from nonprofits that exceed a half page will be charged at the usual rate. All submissions become the property of the Chebeague Island Council, which reserves the right to edit submissions for length and clarity. Submissions that are not time sensitive may be held until there is sufficient space to publish them. Advertising rates are as follows: full page, $60; half page, $30; quarter page, $15; four- line classified ad, $5. Ad copy may be emailed ( chebeagueislandcouncil@gmail.com ), mailed, or brought to the Council office in person, but payment must be received before the ad can be published. Each submission should include the intended publication date, size wanted, and the number of months the ad should run. Notes from the Chebeague Island Council

The Council has recently sent out membership renewal letters, and responses are starting to come in. Thank you to all who, through their support of the Council, help keep Islanders healthy, safe, and warm.

The Calendar seems to be many things, all very different, to everyone. I often feel as though we are halfway between the high-tech world with an online edition and the old days with a mailed, paper version. And while it is true that much of the information in the Calendar can be found on www.Chebeague.org , the Calendar does provide a place for articles, announcements, and event notices that don’t lend themselves to an online blog. It provides a unique place for local businesses to advertise and for island folks to say “thank you” to their friends and neighbors. You may notice a difference in the Calendar in the months to come, and it is our hope that this will be an improvement. So, you if get a telephone call or an email looking for more information or asking a question, please know that we are working hard to do the best we can in both worlds!

The Chebeague Island Community Center partnership agreement is now in place. Please see the article from the three organizations, which explains this new relationship and how it helps all three nonprofits work together to better meet the needs of the community.

The Council board will be attending an all-day workshop on April 30 th . We will be working on our Mission Statement, Values, and Vision in preparation for strategic planning. Many island nonprofits, as well as the town, have participated in similar workshops and have found them very helpful. It is important that the Council be able to move responsibly toward the future while honoring its past.

Chebeague Island Community Center - A Partnership!

After nearly two years of work, the three organizations who occupy space in the Community Center -- the Hall, the Library, and the Council have forged a new Partnership Agreement to govern the overall management and operation of the Community Center -- one of the most- used buildings on the island. This Agreement replaces the “Ground Lease,” which was developed in 1990 with the addition of the wing to the building that houses the Library and the Council. The Ground Lease defined roles and responsibilities related to the operation and management of the building, including the management of an annual stipend from the Town –- to be administered by the Library –- to contribute to certain costs of operation and support Library salaries and operation. A Sublease between the Library and the Council, approved by the Hall in its capacity as “landlord” set forth the terms and conditions “to be used to promote and assist in the development of activities and projects designed to improve conditions important to the residents of Chebeague Island.” The term of both the Master Ground Lease and the Sublease was 99 years. Over time, the Ground Lease did not work quite as envisioned. With turnover on the three boards, communication faltered. The language in the Ground Lease lacked clarity, leading to increasing questions about which operating expenses were eligible for support through the stipend. Initial efforts to revise the Ground Lease were unsuccessful, and the three organizations decided in 2014 to start with a clean slate. An Interim Advisory Committee comprising two members from each of the three organizations and appointed by their respective boards has been working since early 2015. The Committee’s goal was to devise an agreement that would support the function and maintenance of the building in the long term in clear and succinct language. On the advice of legal counsel, the Committee quickly moved to the concept of a partnership agreement, recognizing that management of this building requires a high level of ongoing communication among the three organizations.

Through many months of discussion, the Committee presented several iterations of the Agreement to the three boards, each of which was designed to address questions and concerns raised. The Committee also developed a policies and procedures framework designed to capture existing practice as a starting point for the permanent Advisory Committee and posed some suggestions for future review. All three boards have now approved the Agreement. The Agreement supersedes both the Master Ground Lease and the Sublease. It makes no change in the ownership of the land and the building –-the Hall remains the owner. It provides a framework for management of the building which holds all three organizations responsible for sharing both the execution of management tasks and the expenses of maintaining the building proportional to the space each organization occupies. It creates an Advisory Committee, directing that it meet at least quarterly to facilitate discussions and decision- making regarding the Community Center and keeping all three boards up to date on related issues. This Committee is also responsible for developing recommended policies and procedures for review by the three boards. The members of the Interim Advisory Committee have based their work on a foundation of trust, mutual respect, a commitment to open communication, and above all, recognition of the vision and spirit of our predecessors who worked tirelessly to serve the Chebeague community.

From the Town Office

Office Hours – We are open Monday and Thursday from 9:00 a.m. to 5:00 p.m. and from 9:00 a.m. to 4:00 p.m. on Friday. As always, if you need assistance during other days and times, please don’t hesitate to call and we will do our best to accommodate your needs. Office Closed – The Town Office will be closed Monday, May 30, 2016 in observance of Memorial Day. New OPEN Flag – We have a new OPEN flag that will be flying when the Town Office is open. Many times we see people drive or walk up to the door so they can determine whether or not we are open. We hope the flag will help! New Employee – We have a brand new position and a brand new employee, Ann Thaxter . Since Dick and Diane Calder retired as our Cemetery team, we have struggled to find replacements. Last year, Beth Howe volunteered to do thework of a Cemetery Superintendent and Tom Calder was contracted to mow the cemetery. We have just hired Ann Thaxter for both jobs, Cemetery Superintendent and Cemetery Maintenance. We are looking forward to having Ann as part of our team. Property Taxes Due – The second half of property taxes was due April 1, 2016. Interest on the amount due April 1st began to accrue April 2, 2016. If you have questions about the amount due, please call the Town Office at 207-846-3148. The tax lien process will begin during the month of May. Temporary restrictions on registering NEW vehicles – Because of recent changes in personnel at the Town Office, we are restricted to processing Re-Registrations and

Transfers using the same license plate. We have completed our training sessions with the Bureau of Motor Vehicles and with our software company, TRIO. We are waiting for word from BMV as to when the restrictions will be lifted. Thank you very much for your patience. If you have a new vehicle, you will need to come to the Town Office to pay Excise Tax and then finish the registration at one of the State of Maine Motor Vehicle offices. Burn Permits – Gloria Brown has been trained to issue burn permits, so if she is at the Town Office during business hours, you can obtain a burn permit here. She is not available to issue burn permits on days the town office is not open. You can also obtain a permit online at www.maine.gov/informe/municipal/burn- permit/index.html . Nomination Papers Available – Nomination Papers are available for the June 14, 2016 Election. There are two three-year terms for Board of Selectmen available and two three-year terms for School Board. The terms for Selectmen Christopher Loder and Bo Beaupre end June 30, 2016, as do the School Board terms of Suzanne Rugh and Carol White. If you have any questions, please call the Town Clerk, Gloria Brown. The nominations papers must be returned to the Town Clerk by May 2, 2016, at 5:00 p.m. Annual Town Meeting and Annual Report – The Annual Town meeting will be held June 11, 2016, and elections are the next Tuesday, June 14, 2016. The Annual Report will include the Warrant for Town Meeting and will be available toward the first week in June.

The Ladies Aid Society of the United Methodist Church of Chebeague Island meets every Thursday from 11:00 a.m. to 2:00 p.m. at the Parish House. Anyone interested in handicrafts and sociability is welcome. If you’ve always wanted to learn how to knit, crochet, embroider, or make crafty items, we’re always willing to share our skills. Ladies Aid holds two fairs each year to raise funds to support the island community and church. We are a multi-denominational group who enjoy the fellowship of our island community. Each Thursday, we bring our lunches to eat together and have a short meeting before we adjourn. Please join us! Garden Matters by Sue Burgess

For gardeners spring is the time get our hands in the soil in anticipation of beautiful flowers and bountiful vegetable gardens. Even if last year was a disappointment, we consider the new growing season an opportunity for a do- over. Last year’s tomato plants that lost half their leaves by mid-summer were a heartbreak. However, in spring we are likely to remember more vividly the wonderful deliciousness of those few tomatoes that managed to ripen anyway. So we plant again but wonder what caused healthy green leaves to turn yellow, then brown, and drop. Also, that gorgeous flowering perennial that didn’t flower much and looked very unhappy by fall and the lovely vine that was attacked by some kind of bug…what did we do wrong, or fail to do right? The University of Maine Cooperative Extension is one of the best resources for advice on growing flowers, vegetables, fruits, and trees. The publication Maine Home Garden News www.extension.umaine.edu/gardening/maine-home- garden-news is published monthly April to October and is full of practical, helpful information for gardeners. The April issue includes articles on the best time to plant strawberries and corn; information on growing vegetables in containers; dealing with the problem of “terrible soil”; finding the best location for a vegetable garden on your property; links to instructional videos on pruning ornamental trees, apple trees, and lilac bushes; and this tip for eager diggers by Jonathan Foster, Home Horticulture Coordinator, UME Extension Penobscot County:

“Be patient digging your soil. Turning things before the ground dries will damage the structure of your soil, giving you a heavy, leaden mess with few air pockets and greatly diminished capacity for root and soil microbe health. Remember that the ideal soil is 45% to 25% not even there! We like to see about that much air space in any given sample, to provide proper aeration for the living community beneath our feet and plants.” What is this living community beneath our feet and plants? Scientists have learned that—amazingly—plants are in control. Earthworms, insects, microbes, bacteria, fungi, and the roots of plants thrive in soil that is aerated and rich in organic material. The animals eat the carbon- based material (such as composted manure, leaves, and seaweed), the plant roots take up nutrients excreted by the animals, and the roots in turn secrete exudates that attract and grow specific bacteria and fungi that the plants need. This mutually beneficial, self-sustaining system is called the soil food web. You can read the details in the book Teaming with Microbes: A Gardener’s Guide to the Soil Food Web by Jeff Lowenfels and Wayne Lewis. It is written in understandable, non-technical language for people who want to learn how to grow healthy plants without chemical fertilizers.

Chebeague Parents’ Association

The CPA hosted our first Community Support Series: Taking Care of Our Own, on January 31 st at the Hall . We were pleased to have Sandy Lovell from the Center for Grieving Children (CGC) as our featured speaker. The feedback from the more than 40 attendees was quite positive. Many left with new insights and information about the grieving process for children, as well as adults. One idea that particularly resonated with many was that every loss and grieving process is as unique as the loved one who passes on. Another idea that prompted a heartfelt discussion was how the natural grief process often comes in waves, over a lifetime. The CPA would like to thank all the volunteers who made the January 31 st event successful -- from our organizational partners (CIL, CIS, CIUMC, CIC, CRC, and TRF) and our dedicated committee to the many who donated food (special thanks to Arlene, Lola, Amy, Meredith, Polly,

Christina, and Laurie), helped in the kitchen (Sidra and Lynda), and provided child-care services at the CRC (Laura, Tiffany, Alice, Tracy, and Virginia). We want to give special recognition to Eliza Jane Adams, whose vision and leadership led to the creation of this series.

On Sunday, May 15 th we are thrilled to host Greg Marley from the National Association for Mental Illness (NAMI) to present on the topic of “First Aid for Mental Health.” Many of us may know some first aid for physical health, but few of us know how to provide first aid for mental health. Please join us on the 15 th at the Hall to learn more. Details will be coming soon.

The CPA’s Community Support Series is a free series in which outside experts are invited to discuss various subjects to help keep Chebeague strong. Our goal is to pick one issue per year and provide education on aspects of the topic. News from the Stephen L. Ross Scholarship Fund The Board thanks the community for donations to the Fund in memory of past president, Kenneth Hamilton. We are grateful for the support and believe that Ken would be honored by your kindness.

I recently corresponded with a past scholarship recipient, Cooper Bowman, who graduated from Greely in 2005. Cooper attended New England College in Henniker, NH, and through his hard work and dedication, received a degree in Theater in 2009. Cooper shared that being able to work and connect with amazing professors and other students were among his favorite parts of college, and he remains in touch with some of those connections today. Cooper currently lives in Portland and recently celebrated five years’ working at Trader Joe’s. The Fund is happy to have been able to help in our small way to give Cooper and other past recipients the chance to experience higher education.

The Recompense Fund Honor Role

Alice Haines launched the Recompense Fund Honor Role in 2015 with a gift to the fund in memory of her brother, Julio Fonseca. She wrote, “Julio was the grandson of Dr. Hale and the eldest child of Lelia Fonseca Phipps, and spent much time on the island during his summers. He is survived by his sisters, Louise Bourgeois and Alice Haines.” Julio kept up with Chebeague news all his life, whether serving in World War II and the Korean War, teaching in Texas, or during retirement in Florida.

Scrap Metal Due to drastic changes in the recycling markets, I have had to revise my policies regarding scrap- metal collection and the disposal of unwanted vehicles. Currently, I can only accept non-ferrous metals, heavy iron or steel, and outboard motors. All other metals should be taken to the Transfer Station. I can still remove unwanted or junk vehicles for free if they can be driven safely and for a donation (to cover expenses) if they need to be towed. If you cannot afford to pay, I will still remove the vehicle, in an effort to keep our island clean and green. Please call me before you try to recycle the vehicle yourself, as I can get a better price and save you the hassle of towing, barging, and delivery. As always, any profits—which remain extremely low—will be donated to eligible island organizations.

One Man’s Island by Bob Libby

This month marks the flowering on Chebeague. Starting with the earliest blossoming magnolias in yards down many side roads and the towering dogwoods behindMarks’ house and continuing with the pink and white apple and pear blossoms. Standing on the wharf on Cousins on the first warm afternoon, one notices the thrilling blush of buds on the crowns of all the hardwoods soon to leaf out on Chebeague’s western shore. Daffodils, tulips, and hyacinth bloom in the fields and yards by every road. Azaleas, viburnum, and bleeding hearts line the border gardens. Lupine spikes are set to burst in Newcomb’s Field, and the glorious mountains of forsythia have their shining moment, notably where John Small Road turns east by Phipps’house.

Close your eyes and imagine the glorious blooms of Mothers’ Day, a magical, aromatic moment on our fragile island paradise.

Job Well Done: Pastor Priscilla Dreyman has done a wonderful job assisting us during Pastor Melissa’s maternity leave. Navigating a congregation through Holy Week is, I’m sure, usually hard and then add to it being in a new community. We thank her for her guidance and thoughtfulness. Her visits to the Island Commons were appreciated by all. She organized a special craft, planned for May 1st, as well as a memorial service, in March, to remember all the residents lost this winter. Please come help us thank her on her last Sunday, May 15 th .
