RECOMMENDATIONS • Ensure the functionality of the National Electronic Instrument (NEN). Unfortunately, this tool, which is used for public procurement, is currently not working properly. Failures occur very frequently. At the same time, a number of already awarded public contracts are being lost from the system. Although the legislation on electronic invoicing already exists, these problems can unfortunately discourage business entities from engaging in business activities in cooperation with public administration institutions. B2G electronic invoicing works very successfully, for example, in Denmark, Belgium, Luxembourg, the Netherlands and Germany. • Provide consulting services in the field of electronic invoicing for business entities. This consulting activity should consist in the form of free training, which will be implemented in several different places in the Czech Republic. For example, in the Netherlands or Denmark, entities can contact the provider that provides B2G electronic invoicing and ask for help and advice on electronic invoicing. • Provide an online help desk for business entities and public administration institutions . This service should immediately assist users in resolving current issues with real-time electronic invoicing. Most providers of electronic data transmission in the field of e-invoicing in EU member states offer e-mail or telephone support on the website even outside normal working hours (in the Czech Republic it is possible to contact the help desk of the National Electronic Tool only on working days during from 7:00 to 18:00). • Ensure the reliability of electronic data transmission. Due to the frequent failures of the functionality of the National Electronic Tool, there may be concerns of business entities about ensuring data security within electronic invoicing. For this reason, for example, Germany and France are working together on a single electronic data transmission solution to ensure secure and reliable data transmission, with the costs of developing the system being proportionately distributed between the two countries according to pre- agreed criteria. • Ensure that the electronic invoicing process is as automated as possible and places minimum demands on the ICT expertise of the business entity.
