One proposal in this plan is to name the new arts plaza which will occupy the current underutilized Levee Drive parking lot after Holmes’ travel companion and guide, Quinn. The proposed Quinn Arts Plaza will be a space that has the potential to tell the story of Quinn’s accomplishments alongside Holmes, figuratively and physically, as it is adjacent to the Holmes Street bridge. There is opportunity across the re-visioned Huber park to name elements after important figures and events, which could be the result of a public engagement process to identify what is important for the community to recall and celebrate. COMMUNITY Creating community connections is a major role of parks and recreation services. The renovated Huber Park focuses on a variety of gathering spaces at different scales. The flexible plaza on the west side to the dog park and re-use of the Schroeder Brickyard house on the east will provide large gathering spaces and more intimate

spaces for residents to interact with each other. The speaking circle, or council ring, is a repeating element throughout the project that provides river access and gathering spaces for residents. A seasonal ice skating pond provides winter activity in the core of the park and along the river. An iconic destination play facility with unique play features is planned to replace the equally ambitious playground that exists in Huber Park today. A Veteran’s Memorial will be relocated and/or revisioned at Huber Park, high in elevation out of the regularly flooded areas. The historic bridge will be upgraded to feature plantings, seating, and lighting. The community will then be able to enjoy festivals, events, and regular gatherings on the bridge and the adjacent Quinn Arts Plaza, where light and art are celebrated in a space that is currently undervalued. Art, programming, and redevelopment are all elements that build pride in the community and allow park users the greatest possible experience. Collaborations and discussions between different agencies have been increasingly positive throughout this master plan process. This relationship building is critical and should remain in place in the near future for further discussion.
