PARTNERSHIPS WITH OUTSIDE AGENCIES, ORGANIZATIONS AND NON-PROFITS Portions of this master plan will likely be implemented in partnership with outside groups. There is significant community interest in certain elements of these designs, and financial wherewithal throughout the city. Partnerships in funding and implementation are encouraged, but should be guided by the plans contained in this master plan document. During discussions with potential outside partners, Shakopee staff should clearly communicate that items contained in this master plan are preferred for partnership, and outside projects must meet the intent of the vision of the master plan out of respect for the community vision developed in this plan. » » Examine other projects in the master plan to consider if other leveraging opportunities exist, through grants, private fundraising, park dedication fees, or other funding sources. » » Hire a qualified park design Landscape Architect from the City’s approved list, that is licensed in the State of Minnesota. PROJECT DESIGN AND CONSTRUCTION Once a project is funded and given the green light for construction, staff shall consult the resources in this master plan as a basis for the final design. This document shall govern the type of asset to be constructed as well as its general location and size. All park plans are available to guide detailed design. During the detailed design process, staff should: » » Communicate clearly with the community about the parameters outlined in this master plan and the level of decision-making and input community members can have. » » Verify that any known land use issues have been resolved by first checking the master plan.

CAPITAL PLANNING The projects identified in the park plans and recommendations should be added to the Capital Improvements Plan (CIP) as it is developed annually. The CIP selection criteria will determine which parks will be considered for improvement, based on continuing analysis and funding dedication. Once projects are identified, staff should consult this master plan to determine specific projects. During this process, planners should: » » Consider the ‘implementation sequence’ to determine which projects can happen first, and which need to follow or happen concurrently with other projects » » Look for complementary projects within parks, to ensure the least inconvenience to the public and to leverage the most economical construction costs » » Escalate the costs shown in this document to reflect inflation per the year of implementation » » This document is intended to be used by Shakopee staff, elected officials, developers, and the general public as a resource to implementation. It is a guide for future park designers, elected officials, and partners. » » The document will likely be used for the following purposes:
