ASSOCIATION PERSPECTIVE
Jim Gallagher
E very leader carries someone with them into the room. For me, that person is my father, Jim Gallagher, Sr. , a career NYPD officer whose example shaped everything I understand about this profession. He never talked about policing in terms of arrests or statistics. He talked about it in terms of people — showing up for them, protecting them, and doing right by them, even when no one was watching. He had a phrase for it that has stayed with me my entire career: doing good with a capital G. Not good as a passing gesture, but Good as a discipline — a standard you hold yourself to on your best day and your hardest one. That's the compass I've tried to carry into every assignment, every promotion, and now into this role. It's in that spirit that I've come to understand what a rare privilege it is to be part of this Association. Graduating from the FBI National Academy remains one of the defining experiences of my professional life — not because of a diploma, but because of what it represents: a shared commitment among the top law enforcement leaders in the world to hold each other to some thing higher. Membership in the FBI National Academy Associ ates extends that experience into a lifelong network, one built on trust earned in the classrooms, hallways, trails and Boardrooms at Quantico and carried home to departments and communities around the world. Few professions offer anything like it, and I don't take my place in it lightly. As I step into this role, I want to be direct about where my focus will be. First, the wellness of our members — physical, mental, spiritual, and financial. Law enforcement asks enormous things of the people who serve in it, and this Association exists in part to make sure our members and their families have real support in return, not just in career, but in life. What’s most im portant to me is that we continue to message our members that wellness is fundamental to longevity and that seeking help is not a sign of weakness, but rather it is the ultimate sign of strength. We must affirm an environment in which we take care of one another holistically through the challenges that are so common in our profession. This has to be the norm and not the exception. Second, fostering growth and nurturing our Association. This Association stands to add up to 300 new members with each graduating class of the National Academy — four sessions a year — so that the strength of this network keeps expanding right along side the profession it serves. We must also prioritize the members we have, the ones who show up year after year to fulfill the pledge they made to the Association and each other to lead and to serve for as long as they are able. And for our friends who have lapsed or don’t feel the same connection they once did, we must bring them back to the world’s largest law enforcement network with the promise that what they have earned is theirs forever and that the value of our great Association resides within them. Leading with a Capital "G": A Conversation on Legacy, Service, and What Comes Next
Third, expanding our reach across the profession and to our partners around the world. We already stand as the largest law enforcement leadership network in the world, and I want us to lean fully into that identity — deepening our partnerships with international chapters and with allied law enforcement asso ciations across the globe, so that the knowledge and support we offer one another crosses every border our members serve. Leadership requires us to step to the front during times when clear direction and strong positions are required. Now is that time and we are those leaders. As the premier law enforcement training association in the world, our charge is to bring the Na tional Academy to the people and places who may not have had the opportunities we have had because who we are and what we offer makes cops better and communities safer. None of this happens by standing back. Leadership means stepping up, especially in moments that call for clarity and conviction rather than comfort. That's the standard my father set for me long before I ever wore a badge, and it's the standard I intend to hold for this Association in the year ahead —leading with purpose, serving the members who make this Association what it is and doing good with a capital G. Always.

NATIONAL OFFICE UPDATE FROM THE FBINAA ACTING EXECUTIVE DIRECTOR
John J. DeVoe Acting Executive Director
T he past several months have been a powerful reminder of what makes the FBINAA so special. Our 62nd National Annual Training Conference in Niagara Falls welcomed just under 2,000 attendees, including nearly 1,000 law enforcement leaders representing 49 Chapters and 141 Sessions. We also offered more than 50 hours of education and welcomed 351 representatives from 133 organizations to our Exhibition Hall. Those numbers tell part of the story, but it was the people who made the conference a success. For several days, members were surrounded by people who understood their experiences without explanation. They recon nected with longtime friends, built new relationships, exchanged ideas, and shared lessons that will continue to strengthen them, their agencies, and our Association long after the conference. I am grateful to our National Team, National Board, New York State/Eastern Canada Chapter, Eventive Group, speakers, sponsors, exhibitors, partners, volunteers, and everyone who helped make Niagara Falls possible. N ATC also marked an important leadership transition for our Association. I want to personally thank Immediate Past President Bill Carbone for his leadership, friendship, and ser vice to the FBINAA. I have known Bill for nearly 10 years, and I have seen firsthand the commitment, integrity, and heart he brings to this Association. I am grateful for his leadership over the past year and for the opportunity to have worked along side him. I am equally excited to welcome our new National Presi dent, Jim Gallagher . Jim cares deeply about our members and the future of the FBINAA, and I look forward to working closely with him, our National Board, and our Chapter leaders in the year ahead. The true value of NATC is what we carry home and put into practice. That sense of continuity is especially meaningful as we prepare to welcome the historic FBI National Academy Session 300 to Quantico. Session 300 gives us an opportunity to reflect on the genera tions of graduates who have shaped the National Academy. It also reinforces that graduation is not the end of the experience, but the beginning of a connection that continues throughout a member’s career and beyond.
This fall will provide another opportunity to connect. If you are attending IACP in Orlando, stop by Booth 2572 to visit with our National Team and Board, pick up an FBINAA badge ribbon for your IACP name badge, and register for our Member Recep tion on Sunday evening if you have not already done so. Our reception will continue to be business casual – suits are not required. We want every member to feel comfortable join ing us for an evening centered on connection, conversation, and camaraderie. From Niagara Falls to Session 300 and our upcoming gather ing in Orlando, this is an exciting time for our Association. We are honoring our legacy, strengthening the relationships we share today, and preparing the next generation to carry it forward.
Stay safe. Stay connected.

MEET YOUR NEW FBINAA PRESIDENT
NA: Congratulations on being named President of the FBINAA. Can you tell our members a little about your professional journey and what led you to this leadership role? JG: My dad was a police officer for a total of 43 years. He was an MP in the United States Army during the Vietnam era, joined the New York City Police Department in 1967 and served for the next 22 years until he retired in 1989. We moved to Arizona then and he joined the Drug Enforcement Administration as a civilian investigator where he served until he retired in 2006. My dad’s influence on me was and is profound and it led me to a career in law enforcement, which is all I’ve ever wanted to do. I began my law enforcement career in 1995 with the Phoenix Police Department. I served as an officer in a busy central Phoenix precinct before going to the Organized Crime Bureau where I served as a Gang detective for 4 years. I was promoted to Sergeant in 2003 and held assignments in Patrol, SWAT/Fugi tives and Internal Affairs. I was promoted to Lieutenant in 2008 and held assignments in Patrol, Vice and Narcotics and as Chief of Staff for the Police Chief. I was promoted to commander in 2014 and held assignments in Patrol, Narcotics, Strategic Information and Communications. I retired from Phoenix PD in 2022 and became chief of the Central Arizona Project Police, a specialty law enforcement agency responsible for protecting the state's most critical infrastructure – its water. In 2023 I joined the Maricopa Community Colleges Police Department where I serve as assistant chief today responsible for supporting daily operations, investigations and administration of a large College police department serving a population of over 200,000 across 10 colleges and 37 campuses through out Maricopa County. In each of the leadership assignments I’ve held, I have been exposed to the FBI as both a task force officer and as a commander. One of the most influential assignments of my career was in 2007 when I was assigned to work on the planning committee for the 2007 FBI National Academy Associates Annual Training Conference held in Phoenix, Arizona. As a Sergeant this was my first exposure to our great Association and it lit a fire in me to become a part of it as soon as possible. Between 2007 and 2011 I attended Arizona Chapter events and put in the work to prepare myself to be competitive for a slot at the National Academy when the opportunity presented itself. I was fortunate to be selected to attend the FBI National Academy in 2011 after I was promoted to Lieutenant and it was the most impactful and important thing I have ever done in my professional career. Upon graduation I returned to Arizona and immediately became active as a board member with the Arizona Chapter. In 2014 we made the decision to compete for the 2019 Annual Training Conference and I was asked to serve as co-chair since Phoenix PD was going to be the host agency. That was without question the most important moment that led me to the position that I am in today. It gave me the opportunity to be exposed to our truly National Association, chapters from all around the country, the FBI and our partners at the Eventive Group. As I attended Chapter Leadership Summits at Quantico and as I attended every annual training conference between 2014 and 2018, I became interested in running for a position on the National Board. With the support of my Chapter and the guidance of my mentor, Past President Joe Gaylord, I was fortunate to be elected as Section I Representative at our conference in 2019. My service to the National Board has been the most gratifying, most important and most hum bling aspect of my National Academy journey. All of it has prepared me for this moment and this year and I look forward to serving the membership over the next year.

NA: Having served on the National Board for the past seven years, what accomplishments of the Association are you most proud of? JG: What I am most proud of during my first seven years on the National Board is the progress we have made and the direc tion we are going. Serving nearly 15,000 members, and being a part of an international organization, is incredibly challenging. But also incredibly rewarding. We’ve had some ups and downs over the last seven years, but I am especially proud of these three things. First, I am so proud to say that we are growing. And by that, I don’t mean only that our bottom-line membership numbers are increasing. That is an important metric, but so too are adding the new members who try for years to earn a prestigious spot at the National Academy and come with enthusiasm, professionalism and commitment. We continue to run four sessions a year, every year, adding a minimum of 1,000 members to our great Association on an annual basis. Those new members are the lifeblood of our associa tion and they extend our connection to the communities we serve. Our member engagement is high by any standard and between the National Board and National Office staff we are on the road weekly connecting with, serving and supporting our members. Second, the same is true of our partners who support us and stand beside us as an Association and in our communities to do the important work we are all here to do. We’ve never had more or better partners and it is because of them that we can do so much for so many. We have grown significantly in our sponsor ship and partner relationships and that doesn’t happen by accident. Through our Past Presidents and our Acting Executive Director, John DeVoe, we have increased our partnerships to numbers unseen during my time on the board. This provides opportunities for our members to be connected to those who seek only to support law enforcement, our members and our communities with the best equipment, the best technology and the best resources to do the job. And third, we have grown in our reach as the world's largest law enforcement network through an increased presence with our International Chapters and with our partner law enforcement as sociations. Leadership requires us to step to the front during times when clear direction and strong positions are required. As the leading law enforcement training association in the world we offer cutting-edge training, the most respected trainers and speakers and content delivery both to our members and to our future mem bers – every training event is a recruiting event for us! Under the leadership of Director of Training Tony Bailey, our training cadre now includes some of the best leaders in the business and our content and curriculum is leading the way in making wholesale improvements to the profession as a whole. Through our partnerships with the FBI International Operations Division and our four International Chapters we are taking our training on the road and bringing the National Academy to countries and police departments all around the world. Having had the privilege to travel internationally over the last several years, I can say without reservation that our Association and our members set the standard for law enforcement leadership and professionalism worldwide and our influence is one we all can be proud of.
NA: As you begin your term as president, what goals or priorities would you most like to focus on for the FBINAA? JG: The main priority I have for my year as President of the Na tional Board is in the area of member wellness. We talk about wellness in our departments. We talk about well ness while we’re in the National Academy. And when the moment passes, we can forget it. But I want this to become foundational to who we are as an Association. Everything I have done in my profes sional career, everything I have done in my academic career and everything I have done on the National Board is designed to help make cops better. That’s why I believe I am here. Wellness is not only a buzzword; it’s an action word and there are four areas of wellness that I want to focus on over the next year. The first is physical wellness. While we’re in the National Academy, it is a rare time for us to focus entirely on ourselves, to take care of our bodies, to learn about nutrition and the value of long-term fitness for longevity. As a subject, the longevity of our members is very important to me. The second area of wellness I want to focus on is with mental health. Because of the jobs we’ve had and the experiences we have encoun tered over the course of our careers, we all have impacts on our

NA: Member engagement is an important part of the FBINAA’s success. How do you hope to encourage greater involvement and participation across the Association? JG: Member engagement, for me, starts with reframing what graduation from the National Academy actually means. It's not a single moment in time — it's the beginning of a lifelong commit ment to the Association and the values it represents. That diploma is earned, not given, and it can never be taken away. So when we talk about engagement, especially with members who've drifted or become less connected, our job is to remind them that their place in this association doesn't expire. We need to keep reaching out and keep the door open so they stay connected to us through out their entire working life and well into retirement. What makes this association so valuable is the sheer depth of ex perience we can draw on. Between roughly 14,000 active members and another 20,000 or so who aren't currently engaged, we have access to an enormous body of collective knowledge. There is vir tually no challenge — professional or personal — that someone in our association hasn't already faced, worked through, and found an answer to. I think of it as the ultimate library of experience, and part of my job as president is making sure more of our members know that library exists and feel comfortable pulling a book off the shelf when they need it. continued on page 35
psyche that require care and maintenance. What’s most important to me is that we continue to message our members that seeking help is not a sign of weakness, but rather it is the ultimate sign of strength. We can affirm an environment in which we take care of one another through the mental health challenges that are so common in our profession. This has to be the norm and not the exception. The third area of wellness I want to focus on is with our spiritual wellness. Our former National Board chaplain, Pastor Mike Hardee of the Florida Chapter, began a program at the Chapter level en gaging our members who are both National Academy graduates and chaplains to provide another layer of care to our members who are experiencing the challenges of life and policing. Now, under the leadership of Chaplain Kevin Jensen, we’ve seen this program grow and Kevin adds to it immeasurably. The last area of wellness I’d like to focus on is financial wellness. Most members of our Association are in the second half of their career heading towards retirement. And for the effort that we put into our careers, I want to ensure that our members are prepared to approach retirement with the idea that they can be financially secure. We’ve got the contacts and we’ve got the interest from partners in the financial planning community to provide this resource to our members. And I think that is just as important as providing them with resources at work.
