A three-part session (30 minutes for each part) covering the birth of Breaking Barriers & Building Bridges at the FBINA, the Recipe for Reconciliation and a panel discussion with alumni of the course. Part I will be pre sented by Matt Rebuck and will cover the process, political will and courage it took to build the course. Part II will be presented by M. Quentin Williams who will present the Recipe for Reconciliation, the impetus and foundation of the course. Part III will be a panel discussion featuring course alumni and co-moderate by Matt Rebuck and M. Quentin Williams. The panel will dive into stories of tangible impact on the community that began in the BB&BC classroom. M. Quentin Williams is the founder and CEO of Dedication to Community (D2C), the national nonprofit he estab lished in 2012. Quentin’s career in law, professional sports and leadership consulting culminates in D2C, which delivers skills-building workshops and ongoing forums to improve understanding and build relationships in com munities through healing, reconciliation and unity. D2C experts work with government agencies and the private sector on diversity, belonging and equity, and advise on critical issues in public safety and law enforcement. An advocate, attorney and author-educator, Quentin is sought as a speaker and thought leader who draws on personal history as a former FBI agent and federal prosecutor, and in senior positions with the National Football League (NFL), Jacksonville Jaguars and National Basketball Association (NBA). In addition to leading D2C and law enforcement training for agencies across the U.S., Williams has been a guest instructor at the FBI National Academy and a member of the Law Enforcement Education and Training Council at the FBI National Academy in Quantico, Virginia. In 2022, Williams was selected as a UNITE Award recipient by the Atlantic Coast Conference (ACC) for his lifelong commitment as an advocate for racial and social justice. Quentin earned his JD from St. John’s University School of Law, where he is an executive committee member of the Ronald H. Brown Center for Civil Rights. He holds a bachelor’s in economics from Boston College, which he attended on a football scholarship. Known by friends and associates as “Q,” Quentin is of Caribbean and Jewish descent and grew up in New York City and Yonkers, New York. He is the proud father of a son and daughter, and credits his first-born as the inspi ration for writing A Survival Guide: How NOT to get KILLED by the POLICE, Part I. Matthew Rebuck began his law enforcement career serving in the United States Air Force Security Police from 1988 to 1993. After his enlistment, he served as a campus police officer for the University of New Mexico before becoming an officer in Portsmouth, Virginia in 1995 where he attained the rank of sergeant in 1999. Pursuing his interest in federal law enforcement, he joined the FBI as a Special Agent in 2002 and has gained valuable field experience in a number of assignments to include: Violent Crime Task Force, Baltimore, Maryland; Joint Terrorism Task Force (International Terrorism); and Bel Air Resident Agency. As a proud graduate of the FBI National Academy, he served Session #265 (Summer 2016), as a class counselor. Matt was promoted to Super visory Special Agent (SSA) in 2017 and transferred to the FBI Academy in Quantico, Virginia where he served as a core faculty member instructing new agent and analyst trainees. In January 2018, Matt achieved his goal of returning to the National Academy cadre as a member of the Executive Programs Instruction Unit. As a Univer sity of Virginia adjunct faculty member, he teaches both graduate and undergraduate leadership courses at the FBI National Academy. His goal is to collaborate resources to develop cutting edge law enforcement training to serve FBI National Academy students from around the world. His formal education includes a B.S. in Organiza tional Management and Development and M.S. in Public Administration. He is currently pursuing a Doctorate in Strategic Leadership. Matt believes in serving his community and has done so as an AAU basketball manager, assistant coach, and security volunteer/advisor for two large churches. He is happily married to his wife (Lisa) for 28 years, and a proud father to his daughter (Jasmine-27), son (Jason-23), and two-year old German Shep herd grand-dog, Storm.
