Chief (Retired) Christopher Mannino is a retired Chicago-area police chief with 25 years of law enforcement experience. This FBI National Academy graduate (NA237) has a Master’s Degree in Political and Justice Studies. For over a decade, he guided his agency's public messaging through multiple critical incidents and high profile media events, as well as obtained numerous positive news stories in a major city news market. Since 2016 he has provided communications training to law enforcement agencies throughout the Chicago area and beyond. He now serves as Senior Director for Julie Parker Communications, providing crisis communications and public relations consulting and training to law enforcement agencies and other organizations across the country. National Academy instructors, Ken White and Gail Penny backer provide insight with analysis of police tactics and techniques regarding public communication before, during and after mass demonstrations and disturbances. Learn how agencies are focusing their efforts by using their own social media to represent themselves in these critical events. Gail Pennybacker is a communications instructor for the FBI. She researches, develops and teaches communication strategies for the FBI and law enforcement executives from around the world. As adjunct faculty for the University of Virginia, she instructs graduate courses at the FBI National Academy. Ms. Pennybacker joined the Bureau in 2013 after a 30-year career as a television news reporter and anchor, primar ily in Washington, DC. She reported on five US Presidents, political scandals, notorious spy cases and serial killers as she covered thousands of high-profile news stories including disasters both natural and man-made. Ms. Pennybacker reported from the scene of the Columbine massacre, the terrorist attacks at the Pentagon on September 11, 2001, and the DC Sniper shootings. She was among the first journalists to broadcast from the Persian Gulf during Operation Enduring Freedom. Along with multiple Emmy, Associated Press and National Edward R. Murrow awards, Ms. Pen nybacker is the recipient of the prestigious Quill and Badge Award from the International Union of Police Associations. She was honored by the U.S. House of Representatives for “distinguished service” during her journalism career. Ms. Pennybacker graduated from Kansas State University with a bachelor’s degree in journalism. She has a master’s degree in criminal justice from Boston University. Ms. Pennybacker earned a master’s certificate in Adult and Organi zational Learning from Northeastern University and a Higher Education Teaching certificate from Harvard University. She is a recipient of the Jefferson Award for Innovation in Instruction from the University of Virginia. Ken White’s experience as a crisis communicator, public affairs advisor and strategist for the Department of Defense, U.S. Intelligence Community, and federal law enforcement spans more than 35 years. He teaches University of Virginia certified graduate courses for the FBI’s National Academy on law enforcement image management best practices; executive communication training and in-service crisis communication courses for all FBI Special Agents-in-Charge and Assistant Special Agents-in-Charge at the FBI’s Crisis Incident Response Group; in-service communications instruc tion to state, local, federal and international law enforcement partner executives at FBI Command Colleges, Law Enforcement Executive Development Seminars, Regional National Academy Retraining Sessions, and the FBI’s National Executive Institute. Ken came to the FBI after a 20-year career as a Marine Corps public affairs officer in assignments ranging from the Pen tagon to embarked public affairs operations at sea and ashore in peacetime and combat. His post-military civil service career includes positions as the chief of media relations for the National Geospatial Intelligence Agency (NGA), the chief of public affairs for all U.S. Army installations in Europe, and as senior media advisor to the director, National Security Agency/Central Security Service (NSA/CSS). Ken holds a master’s degree in communication from the University of Oklahoma, a bachelor’s degree in mass commu nication from the University of New Hampshire, a graduate teaching certificate from Harvard University, and a gradu ate certificate in adult and organizational learning from Northeastern University.
